About this opportunity
Air Education and Training Command at Luke Air Force Base seeks procurement, installation, programming, and testing of an electronic standalone Access Control System (ACS) with four keypads for Building 617, with proposals due September 15, 2026 at 5 PM Phoenix time (per the forthcoming official amendment extending the initial September 11 deadline), and a mandatory site visit scheduled for September 11, 2026 at 9:00 AM. This is a total small business set-aside, foreclosing competition outside that pool.
Place of performance is 14185 Falcon Street, Luke AFB, Arizona 85309. The system must be Lenel OnGuard Version 8.3 with proximity card readers, electric door strikes, and standalone controllers at four designated entry points (Main, North, Southeast, and Southwest Entrances). All hardware must be TAA-compliant and NDAA Section 889 compliant, with no prohibited Chinese telecommunications or video surveillance components. The system operates air-gapped, independent of the base LAN and public internet, with fail-secure hardware that locks externally while allowing free mechanical egress during power loss. The dedicated workstation must run Windows 11 with processor and RAM sized to 150 percent of Lenel OnGuard's official system requirements and include a dedicated USB 10-digit keypad. Contractor must provide on-site survey coordination, five-day continuous burn-in test, operator training, and one-year unconditional parts and labor warranty with 72-hour on-site response for critical failures. Quote pricing must remain firm through September 30, 2026; contractors must clearly state alternative validity periods if market volatility prevents this commitment. Delivery is requested by October 19, 2026. The PSC is 6350 and NAICS is 561621. Evaluation is pass/fail on technical acceptability (delivery schedule, technical approach, material specifications), followed by past performance assessment via the Supplier Performance Risk System, with award to the lowest total evaluated price among technically acceptable offerors with a Green or better past performance rating. Funds are not presently available; no award will be made until funds are available. Contact Ian Cihan (ian.cihan.2@us.af.mil) for base access coordination.
