About this opportunity

The Department of the Air Force Pacific Air Forces is seeking to procure eleven (11) 5-Ton HVAC/Environmental Control Units (ECUs) for the 3rd Wing at Joint Base Elmendorf-Richardson in Anchorage, Alaska. The solicitation requires highly specialized HVAC units with specific technical characteristics, including a minimum 61,000 BTU/HR cooling capacity, 2,000 CFM airflow, and integrated 14-inch diameter supply and return connections. Each unit must be mounted on a metal frame cart with all-terrain wheels, an integrated braking system, and stacking capabilities. The government will evaluate proposals using a lowest-priced, technically acceptable (LPTA) methodology, with strict adherence to detailed salient characteristics. Critical deadlines include questions due by December 31, 2024, and quote submissions due by 2:00 PM Alaska Standard Time on January 10, 2025.

The solicitation is designated as a total small business set-aside under NAICS code 333415 with a size standard of 1,250 employees. The units must meet precise specifications, including maximum dimensions of 65" long x 40" wide x 55" tall, total weight under 700 pounds, and single-phase 50A 125/250V power requirements with a 30-50 foot UL-rated power cord. Each HVAC unit requires a comprehensive accessory package, including a 20-foot cord integrated thermostat system, protective controller case, CAT 5 RJ45 connectors, and 5-25 foot flexible supply and return ducts. The performance location is Anchorage, Alaska 99506, with delivery required to Joint Base Elmendorf-Richardson. While the exact award value is not specified, the government intends to establish a single firm-fixed price contract, though current funding availability is not confirmed.
