About this opportunity
The Consumer Financial Protection Bureau (CFPB) is seeking contractor services to support the management and distribution of redress funds and civil money penalties to harmed consumers in federal enforcement cases. The CFPB intends to establish multiple Indefinite Quantity, Indefinite Delivery (IDIQ) contract vehicles under which task orders will be competed for specific cases. Services procured include distribution planning, victim identification and data analysis, claims processing and eligibility determination, call center support, funds distribution and mailing, tax determination assistance, reporting, and general administration. Offerors must demonstrate relevant past performance and experience in redress matter administration, including expertise in money management controls, consumer outreach, data verification, and fund disbursement methodologies. The original proposal deadline was May 31, 2022, which was extended through amendments to the solicitation; Amendment 0002 provided vendor questions and answers and made additional documents available in Word format.
This solicitation includes no set-aside designations for small businesses or other designated groups, though offerors may be required to submit a small business subcontracting plan. No incumbent contractors or specific award values are identified in the solicitation documents. The Consumer Financial Protection Bureau (CFPB or “the Bureau”) mission, in
part, is to enforce the Federal Consumer Finance Laws. Under this authority, the CFPB
pursues cases which may result in the award of redress and/or civil money penalties to
be distributed to harmed consumers. In all cases, the Bureau is responsible for
monitoring the distribution of funds to harmed consumers. In some cases, the Bureau
will be responsible for the administration and distribution of these funds. CFPB seeks to
obtain contractor services to support management and implement portions of the
distribution process.
