About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7 is soliciting independent third-party Fire Protection and Life Safety (FLS) reviews for eight individual facility improvement projects at the Central Alabama Veterans Healthcare System in Montgomery, Alabama. The contractor must provide comprehensive design review services including occupancy classification, construction requirements analysis, means of egress evaluation, protection systems assessment, and compliance verification with NFPA codes and standards. The Fire Protection Engineer assigned to this work must hold a Bachelor of Science degree in Fire Protection Engineering with a minimum of 10 years of experience in fire protection engineering, healthcare occupancies, and Joint Commission life safety assessments, and must possess a Professional Engineer (P.E.) license with passage of the fire protection engineering examination. All eight project reviews must be completed within 45 calendar days from the start date, with individual reports due within 10 calendar days of receiving each project submittal package. The proposal due date is May 1, 2026, at 10:00 AM EDT, and contractor questions and clarifying responses have already been posted to address solicitation requirements.
This contract is set aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with an estimated contract value of $19 million and NAICS code 541690 (Other Scientific and Technical Consulting Services). The eight projects represent varying scope and complexity, ranging from HVAC and mechanical equipment repairs to building renovations, boiler plant replacement, roof replacement, and interior build-out, with design completion percentages ranging from 65% to 100%. Offerors may submit pricing for all eight projects as a single line item or quote each project separately, and must determine the appropriate level of effort and additional support hours required beyond the minimum FLS review scope, as the government has not specified total billable hours. All projects will be provided concurrently to the selected contractor, though submissions of completed reviews may be staggered within the 45-day review period. Payment will be made upon completion of each project review via electronic invoice submission through Tungsten Network, and the contractor must be certified in the SBA database as an SDVOSB to be eligible for award consideration.
