About this file

This is a Questions and Responses document clarifying requirements for an independent 3rd Party Fire Protection and Life Safety (FLS) review solicitation (36C24726Q0443) issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7.

The solicitation requires FLS reviews for eight (8) individual projects with varying scope and complexity. Project details include: 619A4-19-104 (HVAC/AHU repairs, 152 pages); 619A4-22-101 (boiler plant replacement, 235 pages, 4,879 sq ft); 619A4-23-105 (building renovation, 150 pages, 11,077 sq ft); 619A4-23-106 (dual parallel piping installation, 17 pages); 6194A-24-102 (roof replacement, 23 pages); 619-24-103 (flooring/wall repairs, 45 pages); 619-25-101 (mechanical equipment replacement, 69 pages); and 26-382.25 (interior build-out, 147 pages, 33,000 sq ft). Contractors may quote all projects as a single roll-up item or price each project separately. The FLS reviews require a Fire Protection Engineer (FPE) with either a BS or MS degree in fire protection engineering. All projects will be provided concurrently to the contractor, though submission of completed reviews may be staggered within the 45-day review period. All projects contain both drawings and specifications. The contractor must determine the appropriate level of effort and additional support hours required beyond the minimum FLS review scope. Construction values are not disclosed to bidders.

1. FPE Review Requirement (PWS Page 5, Item B.2.B.vi) The PWS states that reports must be reviewed by “another FPE.” We’re unclear whether this is intended to mean:

0. A second FPE separate from the FPE already assigned to this effort, or

0. The same FPE identified for this team performing the review role.

0. Page 5 notes that the FPE’s name must be listed on the review form, but the form on page 10 only has space for one FPE name.

0. Page 53 refers to “the FPE” (singular).

Only one FPE is needed

1. Page 10 & 11, Table B.3: Please confirm that Item Number 0001 for the 8 projects, is a roll-up summary for the detailed Item Numbers 0002-0009. YES, so you can quote it as 8 jobs in one price, or you can quote each project separately.

1. Page 10, Table B.3 indicates this project would be for reviews of the 8 listed projects. Please provide additional information on the projects to be able to provide a competitive price, including approximate construction value, number of drawing pages, the design milestone(s) for which the reviews would be completed, and brief project scope summaries. For example, if VA can ‘group’ the projects into Small (up to 50 drawing sheets), Medium (51-150 drawing sheets), or Large (150+ drawing sheets), that will help all bidders accurately price the work. There was an additional attachment with the solicitation labeled FLS Review that contained the description of the project and how much of the design was complete. The construction value is not something we can share.

619A4-19-104 – Repair/Replace Mechanical HVAC and AHU Deficiencies in Bldgs. 120 and 129 (152 pages) 619A4-22-101 – Replace Boiler Plant in Building 12 (235 pages)- 4879 sq ft 619A4-23-105 – Renovate Building 10 (150 pages)- 11077 sq ft 619A4-23-106 – Install Dual Parallel Piping for Domestic Water and Fire Protection in Buildings 2, 4, and 4A (17 pages) 6194A-24-102 – Replace Roofs in Bldgs. 19, 20, 50, 51, and 62 (23 pages) 619-24-103 – Replace Flooring and Repair Walls in Building 1 (45 pages) 619-25-101 – Replace Mechanical and Air Handling Equipment – Bldg 1 (69 pages) 26-382.25 – Fourth Floor (Level 5) Interior Build-Out (147 pages)- 33,000 sq ft

1. If additional support is expected beyond the FLS reviews (e.g., verification of incorporation of comments in subsequent reviews, or meetings to discuss comments), please verify the total number of VA requested hours per project

I can’t give a total number of hours of additional support per project. That is for the offeror to determine how much time they need to do the minimum required scope.

1. As indicated on page 7 of the solicitation, what is expected project timelines for each project submission (i.e., will project submissions be staggered, or will multiple projects be submitted concurrently in the 45-day review period indicated on page 7)? All projects will be given at once to contractor. The submissions to us can be staggered.

1. Do all projects contain both drawings and project manual/specifications? Yes.

1. As indicated on page 6, is an earned MS degree in fire protection engineering acceptable in lieu of BS degree specifically in fire protection engineering (where BS is in other engineering discipline)?Yes.

1. For the projects involving new construction and/or alterations of floor space, please indicate the overall area (in SQ. FT.). Answers in blue under number 3
