About this file

This is a Notice of Intent to Award a Noncompetitive Contract Action issued by the National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office, Western Acquisition Division. NOAA intends to award a sole source purchase order to Monterey Bay Aquarium Research Institute (MBARI, UEI: GM6EL1UH2L83) for 3rd Generation Environmental Sample Processor (ESP) integration and support services. The contract vehicle is simplified procedures under 41 U.S.C. 1901 with an estimated value up to $9 million. The period of performance is June 1, 2026 through May 31, 2029.

The requirement involves deployment, calibration, embedding, and integration of a 3G ESP with surface plasmon resonance (SPR) technology into an uncrewed surface vehicle (USV) to monitor harmful algal blooms (HAB), assess phytoplankton community dynamics, and address public health concerns related to phycotoxins in the Great Lakes and Alaska. Services include integrating a water capture sampling system onto the USV and providing ongoing support to GLERL during mission deployments. NOAA asserts that MBARI's 3G ESP technology is the only technology available capable of meeting these requirements and that MBARI, as the technology developer, is the sole source with the necessary resources, knowledge, and infrastructure. The NAICS code is 541690 (Other Scientific and Technical Consulting Services) and the Product Service Code is N019 (Installation of Equipment - Ships, Small Craft, Pontoons, and Floating Docks). This action is not set-aside for small business. Interested firms may submit written responses by the due date specified, including proof of permits and detailed technical capability statements demonstrating ability to meet requirements.

(7)Description:

The Government requires support in the deployment, calibration, embedding, and use of a 3G ESP with a surface plasmon resonance (SPR) into an Uncrewed surface vehicle (USV) to assess the USV capability to monitor harmful algal blooms, understanding phytoplankton community dynamics, and assist with public health associated with phycotoxins in Great Lakes and Alaska. This requirement includes integrating a water capture sampling system for the 3G ESP onto the USV and providing support to GLERL for the system during mission deployments. This acquisition is essential for ensuring NOAA is in compliance with 33 U.S.C. 53, which federally mandates NOAA to advance the scientific understanding and ability to detect, monitor, assess, and predict harmful algal bloom (HAB).

The anticipated period of performance for this action is 1 June 2026 to 31 May 2029.

NOAA intends to award a sole source purchase order to MBARI under the authority of 41 U.S.C. 1901, using simplified procedures up to $9 million as implemented by FAR 12.102.

The 3G ESP technology developed by MBARI is the only technology available that is capable of advancing the scientific understanding and ability to detect, monitor, assess, and predict harmful algal bloom (HAB). As the developer of this technology, MBARI is the only source able to advance the technology capabilities and provide integration and support services of this technology to GLERL. Only MBARI possesses the immediate resources, knowledge, and infrastructure to ensure complete continuity of operations for the 3G ESP system, including any advancements, integration, and support services for this technology.

Only MBARI is in a unique position to provide the required 3G ESP support at the level of quality required without causing unacceptable delays to support GLERL missions.

This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. Firms who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirements.

All written responses must include proof of possessing permits and a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within its discretion. Affirmative written responses must be received no later than the due date and time of this notice.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
