About this opportunity
The Department of the Air Force, through AFLCMC/ESG, is soliciting quotes for the one-time, one-way transportation of an AN/TPY-4(V)1 radar system—a high-value, mission-critical, next-generation expeditionary long-range radar—from White Sands Missile Range, New Mexico to Santa Rosa Island Site A-17, Florida, covering approximately 1,340 miles. The contractor must provide all necessary vehicles, drivers, equipment, and logistical support to execute safe, secure, and timely transport in full compliance with Department of Transportation and federal regulations. Key requirements include furnishing one or more 48-foot step-deck or removable gooseneck trailers with 48,000 lbs payload capacity, smaller enclosed box trucks with liftgates, active real-time GPS tracking on all vehicles, detailed route analysis with clearance verification, procurement of all federal, state, and local permits and escorts, and 24/7 government point-of-contact availability. Award will be made to the lowest evaluated price of technically acceptable quotes, with evaluation criteria emphasizing technical acceptability and cost. Critical deadlines include April 2, 2026 at 12:00 PM EDT for submission of questions, April 3, 2026 at 12:00 PM EDT for the Question and Answer sheet posting, and April 10, 2026 at 12:00 PM EDT for offer submission, with pickup scheduled for April 24, 2026 and delivery required by 10:00 AM Central Daylight Time on April 27, 2026.
This solicitation is a Total Small Business Set-Aside under NAICS code 484230 with a small business size standard of $34 million in annual revenue, with no incumbent contractor identified. The contract is structured as a firm fixed-price, lump-sum procurement, and while no specific budget range is disclosed, contractors must provide a minimum $25,000,000 all-risk cargo insurance policy for the radar system. The transportation operation encompasses a compressed four-day window with cargo pickup on April 24 and final delivery three days later, requiring rapid logistics execution and coordination. The place of performance is Santa Rosa Island Site A-17, Florida (coordinates 30.384225951994374, -86.83975756946758), with the period of performance running from April 24 through April 27, 2026. Offers must be emailed to both Contract Specialist Kirsten LaFleur and Contracting Officer Danielle Crone-Alvarez, with failure to respond to both potentially resulting in technical unacceptability, and all offerors must be registered in the System for Award Management (SAM) with valid representations regarding covered telecommunications equipment.
