The National Institute of Standards and Technology seeks a single 3D photometric stereo microscope system via firm-fixed-price quotation, with proposals due June 5, 2026 by 5:00 PM Eastern Time. The procurement is unrestricted; NAICS code 334516, Analytical Laboratory Instrument Manufacturing; PSC 6640.
Place of performance is NIST Gaithersburg (Building 220, 100 Bureau Drive, Gaithersburg, MD 20899). The equipment must support research in surface topography and forensic analysis, including identification of toolmarks on 3D-printed parts and scanning of fired bullets and cartridge cases. The system must include a digital imaging sensor with minimum 1 megapixel resolution and 5-micrometer lateral resolution, an LED light source array, Windows-based computer with 500-scan storage capacity, live-view capability, and software with calibration routines, stitching, and analysis functions. Minimum vertical resolution is 1 micrometer; field of view must be at least 8 millimeters by 8 millimeters; single scan acquisition must complete within 20 seconds. The system must accurately scan transparent materials including glass and translucent polymers (PLA, ABS, PETG). All equipment must be new, manufacturer-authorized, and shipped in original packaging.
Quotations must include all shipping costs under FOB Destination terms, tariff identification for international products, and remain valid for 90 days from the due date. Delivery is required within 60 days of award; installation and training must complete within 30 days of delivery. Installation includes uncrating, setup, specification demonstration, and on-site training for up to eight users. Acceptance testing includes visual inspection, calibration verification, step height and roughness measurements, and 3D-printed surface repeatability testing with root-mean-square difference less than 5 micrometers. The contractor must provide a minimum one-year warranty. Payment is made at 100 percent upon installation and acceptance on Net 30-day terms. Award will be based on best value, considering technical capability and price, with the option to select a higher-priced offeror if justified by superior performance characteristics, including lower optical loss. All offerors must maintain active SAM.gov registration at quotation submission, award, performance, and through final payment. Pre-quote inquiries must be submitted within two calendar days of solicitation issuance. Quotations must be submitted in three separate volumes: Technical Quotation, Price Quotation, and Terms and Conditions.
