About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 seeks one 3D Mapping Laser Scanner with proposals due May 26, 2026. Amendment 0001, effective May 15, corrected the acquisition designation from Small Business Set-Aside to Unrestricted, allowing all eligible vendors to compete. Amendment 0002, effective May 20, clarified warranty and evaluation requirements and answered submitted questions.

Place of performance is Columbia, Missouri at the Harry S. Truman Memorial Hospital. The scanner must be handheld and wireless, capable of capturing 400,000 points per second with accuracy within 1/16" for 120 square-foot rooms scanned in 30 seconds, and support 24 hours of internal data storage. It must function in low and bright light environments, provide 360-degree horizontal and 270-degree vertical scans, and include a transportation case. Deliverables include three rechargeable batteries with bulk charger, VA Technical Reference Model v26.1 approved software with perpetual network licenses supporting Revit and AutoCAD compatibility, a five-year customer care plan for equipment and one-year plan for software, and training for Facilities Management staff within five business days of delivery including all travel expenses. Software must convert point clouds to solid surfaces for space planning, mapping, furniture planning, and documentation of mechanical, electrical, and plumbing systems. Delivery is firm fixed-price with 30 days to deliver equipment and 35 days to complete training following receipt of order. Award will be made to the responsible offeror whose offer is most advantageous considering technical capability and past performance (both significantly more important than price) and price.
