About this opportunity

The Department of the Navy Naval Supply Systems Command seeks procurement and installation of a 380-foot towing tank carriage control system for the United States Naval Academy, with proposals due June 3, 2026. The procurement is firm-fixed-price under FAR Part 12 for commercial products and services, with full and open competition and no set-aside.

Place of performance is Annapolis, Maryland. The system will replace existing controls for the Naval Academy Hydromechanics Laboratory's towing tank, a 380-foot-long, 26-foot-wide facility with 16 feet of water depth used for naval architecture research and instruction. The contractor must reuse the existing two 200-horsepower DC motors and integrate the new control system with the existing mechanical drive infrastructure.

The carriage control system must deliver position sensing accuracy within 3 millimeters, support operational speeds from 0.01 to 40 feet per second, and stop reliably within 10 millimeters of the desired location at maximum speed. The system must operate in three modes: Normal Speed Control with operator-specified parking locations, Programmable Speed Changes with automatic ramping, and Jog Control for alignment and maintenance. Acceleration and deceleration ranges are 0.01 to 16 feet per second squared, with jerk rates from 0.01 to 30 feet per second cubed. Speed above 32 feet per second requires passcode protection. The control system must include a graphical user interface supporting English units, emergency and early-stop capability from both the control room and carriage with three-second audible warning, history and error logging, and support multiple control locations (control room, motor room, on-carriage).

The contract includes five line items: engineering design, control system hardware and electrical parts, shipping, documentation and manuals, and installation services. Delivery is required 180 days after award. The contractor must complete commissioning within one year, provide one-year warranty coverage including on-site maintenance, and demonstrate a 20-year design life. Required deliverables include system test plans, operator and maintenance manuals, engineering drawings, bill of materials, and staff training. Quotations must be submitted electronically to gilbert.k.dobison.civ@us.navy.mil by May 28, 2026 at 12:00 p.m. EST on FOB destination basis with NET 30 payment terms and 120-day quote validity. Quoters must be registered in SAM prior to submission. The NAICS code is 331312 and PSC is 6110. Technical evaluation assesses proposed system design, specifications, drive system integration, user interface software compatibility, installation approach, and product capability against Statement of Work requirements.
