About this file
This document is a comprehensive compilation of FAR and DFARS clauses and provisions incorporated into a federal contract for the Naval Supply Systems Command (NAVSUP). The file establishes the contractual framework for a Request for Quote (RFQ) solicitation N0018926QL104 for a 380 Foot Towing Tank Carriage Control System to be delivered to the United States Naval Academy (USNA). The contract will be awarded as a single firm-fixed-price purchase order to a responsible quoter whose quote is most advantageous to the Government, with award based primarily on price provided the offer is technically acceptable, unless past performance information suggests otherwise. Quoters must submit responses electronically to the Contracting Officer, Gilbert Dobison, by the closing date specified in the solicitation, with a quote validity period of 120 days. The submission requirements include a Volume I Non-Price Technical Quote (limited to 60 pages) and a Volume II Price Quote with completed SF1449 forms and detailed pricing breakdowns. Technical evaluation will assess the quoter's proposed carriage control system design, specifications, drive system, user interface software compatibility with USNA systems, installation concepts, and product capabilities against minimum specifications outlined in the Statement of Work.
The contract incorporates numerous standard FAR and DFARS clauses addressing small business utilization, equal employment opportunity, labor standards, buy American provisions, prohibited telecommunications equipment, whistleblower protections, and payment processing through the Wide Area Workflow (WAWF) system. Special provisions include HUBZone small business evaluation preferences, postaward small business rerepresentation requirements for long-term contracts, and unique item identification requirements for items exceeding $5,000 unit acquisition cost. Representations and certifications must be completed in the System for Award Management (SAM), including certifications regarding covered defense telecommunications equipment, foreign ownership, debarment status, and trafficking in persons compliance. The solicitation permits site visits and requires quoters to comply with all technical specifications, delivery requirements, and installation acceptance procedures as detailed in the accompanying Statement of Work.
