About this opportunity

The Department of Veterans Affairs (VA) Veterans Health Administration is seeking a contractor to provide comprehensive residential services for homeless veterans in Grand Rapids, Michigan. The solicitation (36C25024Q0656) aims to establish an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for supervised housing, transportation, and meals for up to 14 veterans per day, including both male and female veterans. Key contract objectives include facilitating veteran rehabilitation, with performance metrics requiring at least 55% of veterans to be discharged to permanent housing and maintaining an 85-90% bed occupancy rate. Proposals are due by March 27, 2025, with an anticipated contract start date of April 8, 2025. The VA will evaluate contractors based on their ability to provide comprehensive supportive services, including case management, therapeutic support, and housing placement assistance.

The solicitation does not have a specific set-aside, but it appears to be particularly attractive to Verified Veteran-Owned Small Businesses (VOSB). The total maximum contract value is estimated at $13.5 million, covering 25,550 bed-nights over a five-year period consisting of a base year and four additional one-year ordering periods. The facility must be located within Grand Rapids city limits and provide a safe, supportive environment with 24/7 staffing. Contractors will be required to offer three daily meals, group activities, and comprehensive support services tailored to homeless veterans' needs. The contract will be administered by the Battle Creek VA Medical Center, with performance monitored through a detailed Quality Assurance Surveillance Plan (QASP) that includes quarterly evaluations using the CPARS rating system.
