About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 has published a Special Notice announcing their intent to award a sole source procurement contract to Innovation Associates Inc. (iA) for modifications to the Automated Pharmacy Fulfillment System (APFS) and Bottle Packaging Subsystem (BPM) at the Charleston Consolidated Mail-Out Pharmacy (CMOP) in South Carolina. This is not a request for quotes or solicitation, but rather a formal notification prepared in accordance with FAR Subpart 5.2 regarding the government's intent to negotiate directly with iA, a large business entity. The proposed contract involves expanding the capacity of semi-automated packing stations through the addition of ten tabletop automated bagging units and associated infrastructure modifications. The procurement is classified under NAICS code 332999 (All Other Miscellaneous Fabricated Metal Product Manufacturing) and PSC code 3650 (Chemical And Pharmaceutical Products Manufacturing Machinery).
The sole source justification is based on iA's proprietary software development and unique understanding of the APFS system design, making them the only vendor capable of performing the required modifications and ensuring seamless integration with existing conveyor logic and software systems. The modifications will require relocation of existing manual fill workstations, conveyor system modifications, addition of package takeaway conveyors, and comprehensive hardware and software integration to maintain system-wide functionality. Interested parties have until August 7, 2025, to express their ability to provide similar upgrades for future needs by contacting Contract Specialist Michael McAlhaney at Michael.McAlhaney@va.gov, though the VA is not currently seeking quotes, offers, or proposals and will not accept unsolicited submissions. The contract will be awarded through the Network Contracting Office 15 (NCO 15) located in Leavenworth, Kansas, with the procurement being conducted under 41 U.S. Code 1901 as implemented by FAR 13.106-1(b)(2).
