About this opportunity
The Department of Veterans Affairs' Veterans Health Administration, VISN 15, through its NCO 15 Contracting Office in Leavenworth, Kansas, issued a Special Notice of intent to award a sole-source, firm fixed-price contract to Pacific Integrated Handling (PIH) for Modula Vertical Lift Module maintenance and telephone support at the Tucson Consolidated Mail-Out Pharmacy (CMOP), with responses due November 5, 2026. The notice is not a request for quote and applies no set-aside. The contracting office acts on behalf of the Tucson CMOP, which is the customer organization.
The government justifies the sole-source action under FAR 13.501(a) and VAAR 819.7007. PIH is the only source for preventative maintenance, unscheduled repair, emergency support, and manufacturer-authorized remote technical assistance for the Modula VLMs installed at the Tucson SW CMOP. The Modula support agreement states that warranties may be terminated if units are serviced, modified, adjusted, or repaired by personnel not employed or authorized by PIH, or if unauthorized parts are installed.
The response deadline is November 5, 2026 at 5:00 PM Central Time. Contract Specialist Diana Olson (diana.olson@va.gov) is the point of contact. The procurement is coded PSC J059 and NAICS 811310.
Notice text
SPECIAL NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT.
THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD.
This Notice is to announce that the Department of Veteran Affairs, Consolidated Mail-Out Phamacy (CMOP) in Tucson, AZ is proposing a firm fixed price contract with Pacific Integrated Handling (PIH) on a sole source basis for Modula Vertical Lift Module Maintenance and telephone support. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a) and VAAR 819.7007. The reason justifying this sole source procurement is that PIH is the only company who can provide services for the required preventative maintenance, unscheduled repair services, emergency support, and manufacturer authorized remote technical
assistance for the Modula Vertical Lift Modules (VLMs) and maintain the manufacturer's warranty. The Modula support agreement explicitly states that equipment warranties may be terminated if the units are serviced, modified, adjusted, or repaired by personnel not employed or authorized by Pacific Integrated Handling, or if unauthorized parts or components are installed. Use of any vendor other than PIH would therefore invalidate existing warranties,
Background:
This procurement is for preventative maintenance, unscheduled repair services, emergency support, and manufacturer authorized remote technical assistance for the Modula Vertical Lift Modules (VLMs) installed at the Tucson SW CMOP.
