About this opportunity

The 36th Contracting Squadron seeks commercial wireless internet services for Building 22026 at Andersen Air Force Base, Guam, with proposals due October 14, 2026 at 11:00 AM ChST. The procurement is 100% small business set-aside (NAICS 517112, size standard 1,500 employees).

Place of performance is Yigo, Guam. The contractor must deliver minimum sustained bandwidth of 100 Mbps download and 10 Mbps upload with seamless coverage across 17 designated rooms in the Consolidated Support Center, 24 hours daily, 7 days weekly. On-site support availability is required 0800–1630 hours, 7 days per week, with after-hours technical points of contact. The contractor must procure an independent commercial ISP circuit and furnish all equipment, cabling, access points, switches, gateways, UPS/battery backup systems, mounting hardware, patch panels, and power strips. All new, plenum-rated low-voltage cabling must be contractor-provided; reuse of existing government cabling, conduits, patch panels, CAT6 wiring, fiber strands, or government UPS systems is prohibited. No physical alterations to facility infrastructure—including drilling, wall penetration, or exterior antenna mounting—are permitted without written Contracting Officer approval, and such approval is not guaranteed. Hardware must be commercial, enterprise-grade; the wireless management platform must support remote troubleshooting and monitoring. All hardware warranties, software maintenance, and wireless management licensing must remain active across the contract term, with costs included in monthly pricing.

The contract runs from October 27, 2026 through October 26, 2027 (base year) plus four one-year option periods through October 26, 2031. Pricing is fixed-price, monthly, across five CLINs covering the base year and four option years. The contractor must provide interim compliant service within seven calendar days of award, with formal service start October 27, 2026.

Contractor personnel require Visit Access Request forms submitted to base security no later than 7 business days in advance (14 days for foreign nationals). Personnel are restricted to designated work areas, must comply with base traffic regulations, and are prohibited from carrying weapons or firearms. The incumbent provider is DOCOMO under contract FA5240 21P0019 and must be removed after cutover.

Evaluation uses a two-step process: technical acceptability based on Performance Work Statement compliance, followed by price evaluation using total evaluated price across all CLINs. Award will be made to the technically acceptable offer representing best value. Service Contract Labor Standards wage rates apply per Wage Determination 2015-5693, Revision 29. Amendment 0001 (October 6) extended the due date from October 13 to October 14 and incorporated revised Combined Synopsis-Solicitation and Performance Work Statement documents; all quote packages submitted prior to the amendment must be resubmitted to be considered for award. A site visit was held October 6, 2026. Additional Q&A was posted October 13, 2026.
