Service must be available for on-site support between 0800 hours and 1630 hours, 7 days a week, with an after-hours point of contact for technical assistance. Any planned maintenance or scheduled outages require seven calendar days' advance written coordination with 36 CONS. The contractor shall not make physical alterations to existing infrastructure without express written approval from the Contracting Officer. The Government reserves the right to request additional wireless coverage expansion to adjacent facilities or operational areas within Building 22026's vicinity.

Security requirements mandate the contractor maintain current employee listings with names and social security numbers, submit Visit Access Request (VAR) forms to base security no later than 7 duty days (14 for foreign nationals) before access is needed, and retrieve all identification media from departing employees within 24 hours. Contractor personnel must comply with all base traffic regulations, are prohibited from carrying weapons or firearms, and are subject to random personnel and vehicle searches. The contractor shall designate a contract manager fluent in English with full authority to represent the contractor and availability during normal business hours. All contractor employees must be fully qualified and certified for their respective roles. The PWS identifies this as mission-essential service requiring contractor continuation during crises per DFARS Subpart 237.7601.

PERFORMANCE WORK STATEMENT (PWS)

36th Contracting Squadron (36 CONS) and 36th Comptroller Squadron (36 CPTS)

Wi-Fi Services

1. DESCRIPTION OF SERVICES

1.1. The contractor shall provide all tools, parts, equipment, materials, transportation, personnel, labor, supervision, and management necessary to deliver commercial Wi-Fi at the location(s) listed in Section 1.2.

1.2. The Contractor shall provide uniform, seamless coverage across all designated areas identified in the table below:

1.3. The contractor shall provide unlimited data wireless internet access 24 hours a day, 7 days a week with a minimum sustained bandwidth (MSB) of at least 100 Megabits per second (Mbps) download and 10 Mbps upload speeds with unlimited data and full coverage available concurrently across all areas listed in Section 1.2.

1.3.1. The contractor shall procure, integrate, deliver, install, test, and maintain equipment necessary to provide internet wireless connectivity to all identified locations.

1.3.2. Service provider technicians and installation personnel shall not make physical alterations to existing infrastructure without the express written concurrence of the Contracting Officer.

1.3.3. Any planned maintenance and scheduled services outages shall be submitted via writing and coordinated with 36 CONS at least seven (7) calendar days in advance.

1.3.4. The contractor must be available between 0800hrs and 1630hrs, 7 days a week, to resolve any on-site hardware/software and service issues which cannot be resolved remotely. The contractor shall provide an after-hours POC for technical assistance. If service ceases or degrades below the contractual standard, 36 CONS will notify the contractor.

2. SECURITY REQUIREMENTS

2.1. Listing of Employees: The Contractor shall maintain a current listing of employees that require access to AAFB. The list shall include the employee's name and social security number.

The list shall be provided to the Contracting Officer and sponsoring agency security manager. An updated listing shall be provided when an employee's status or information changes; i.e., terminated for cause, reassignment, retirement, etc., or when a new employee is added.

2.2. Pass and Identification Items: The Contractor shall ensure the pass and identification items required for contract performance are obtained for employees. Employees shall only be granted access to the installation to perform functions directly related to their respective contract.

2.2.1. All contractor employees requiring access to AAFB shall be identified on an AAFB Visit Access Request (VAR) form. The Contractor shall submit a completed VAR through the Contracting Officer to 36 SFS Pass and Registration (36 SFS/S5AV) NLT 7 duty/business days, for foreign nationals 14 duty/business days, prior to requiring access to the installation.

2.3. Retrieving Identification Media: The Contractor shall return all identification media from employees who depart for any reason before the contract expires; i.e., terminated for cause, reassignment, retirement, etc. The Contractor will notify the Government immediately (within 24 hours) when unable to retrieve identification media from contract employees.

2.4. Travel Restrictions: Contractors are prohibited in areas of the installation other than their appropriate place of work and the routes to and from installation entry/exit points.

2.5. Traffic Laws: The Contractor and its employees shall comply with base traffic regulations.

Traffic regulations include, but are not limited to:

2.5.1. Employees shall wear a seatbelt when operating or riding in any military, contractor-owned, or privately-owned vehicle while on the installation.

2.5.2. Speed limits on AAFB are 30 miles per hour (MPH) unless otherwise posted. Be aware of reduced speed limits and exercise caution when driving in base housing and school zones.

2.5.3. All vehicle operators on the installation shall not use cell phones unless the vehicle is safely parked or unless they are using a hands-free device. The wearing of any other portable headphones, earphones or other listening devices (except for hand-free cellular phones) while operating a motor vehicle is prohibited.

2.5.4. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges and debarment from the base.

2.6. Weapons, Firearms, and Ammunition: Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor-owned vehicle or privately-owned vehicle while on AAFB.

2.7. Reporting Requirements: Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware that may pose a threat to the security of Department of Defense (DoD) personnel, contractor personnel, resources, and classified or unclassified defense information.

2.8. Physical Security: The Contractor shall be responsible for safeguarding all Government property and Controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.

3. GENERAL INFORMATION

3.1. Contract Manager. The contractor shall designate a contract manager who will be responsible for performance of services. Upon contract award, the contractor shall submit the name and phone number of the contract manager, in writing, to the Contracting Officer. The contract manager shall have full authority to act for the contractor on all matters relating to the contract. The contract manager shall be available, either in person or by telephone, during normal business hours to discuss performance with Government personnel. The contract manager and alternate(s) contract manager must be able to read, write, speak, and understand English fluently.

3.2. Contractor Personnel Qualifications. The contractor shall ensure all employees are fully qualified, and if necessary, certified to perform the services required by the contract.

3.3. Delays. The Contractor shall immediately notify the Contracting Officer of any delays in performance.

3.4. Safety. The contractor shall be liable for any damages resulting from any carelessness or failure to follow proper safety, installation, engineering, or maintenance procedures and standards.

3.5. Continuation of Essential DoD Contractor Services During Crises. In accordance with Department of Defense Federal Acquisition Regulation Supplement (R-DFARS), Subpart 237.7601, Continuation of Essential Contractor Services, the Government has determined that contract services described in this PWS are mission essential and do require the contractor’s continued support during a crisis.

3.6. Cost Change. If there is any situation presented that requires an increase or decrease in cost, the Contracting Officer must be contacted before any change is made.

3.7 The Government reserves the right to request additional wireless coverage or service expansion to rooms, adjacent facilities or operational areas within the vicinity of Building 22026.
