About this file

This is a Questions and Answers document from a federal contract solicitation addressing facility access and infrastructure requirements for contractor operations at a 36CONS facility.

The document addresses two specific inquiries regarding physical modifications to the building. Question 1 asks whether permission can be granted to attach a fixed wireless antenna to existing permanent infrastructure such as exterior piping, conduit, or metal brackets, given that 36CONS prohibits drilling, altering, or mounting materials and equipment on and within the building. Question 2 asks if existing penetrations can be used to route exterior cable to interior endpoints. The Government's response establishes that the Contractor must submit a formal action plan and receive written Government approval prior to making any physical alterations to the facility. Approval is not guaranteed, as certain structural or historically designated areas cannot be modified under any circumstances. The Contractor bears sole and absolute liability for any loss, theft, or damage to its own equipment, and the Government will not reimburse the Contractor for equipment losses or costs associated with preparing and executing facility alteration plans.

1. It is acknowledged that 36CONS will not allow for drilling, altering, or mounting of materials and equipment on and within the building, although can permission be granted to have a fixed wireless antenna attached to any existing permanent infrastructure such as existing exterior piping, conduit, or unused metal brackets?

2. If yes, will permission be granted to utilize existing penetrations to route exterior cable to the interior end point?

Answer:

IAW Revised PWS: the Contractor must submit and receive formal Government approval for its action plan prior to making any physical alterations to the facility. Submission of a plan does not guarantee approval, as certain structural or historically designated areas cannot be modified under any circumstances.

The Contractor retains sole and absolute liability for any loss, theft, or damage to Contractor-owned equipment. The Government will not reimburse the Contractor for any such losses, nor for any costs incurred in the preparation or execution of facility alteration plans.
