DESCRIPTION:
1. This is a combined synopsis/solicitation for commercial services prepared in accordance with
RFO Part 12 as supplemented with additional information included in this notice. This announcement constitutes as the only solicitation. Offers are being requested and a separate solicitation will not be issued.

5. Site Visit Instructions:
An optional site visit for interested offerors will be conducted on 06 October 2026. Offerors are to meet at Building 22026, O’Malley Avenue, Yigo, GU 96929 at 9:00 AM Chamorro
Standard Time (ChST). Installation access for the site visit must be coordinated in advance.
All parties interested in attending the site visit shall send an email request to cynthia.cruz.3@us.af.mil and elena.gifford.1@us.af.mil no later than 05 October 2026, by
12:00 PM ChST. See Attachment 4- Site Visit Instructions for more details.
6. Addendum to RFO 52.212-1 Instructions to Offeror—Commercial Products and

I. It is the Government’s intent to award without discussions, per RFO 52.212-1(d), offerors are cautioned to examine the solicitation in its entirety and to ensure that their quote contains all necessary information, provides all required documentation, and is complete in all respects. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
The Government may conduct discussions with one, some, none or all offerors at its discretion.
II. Any exceptions made to any of the line items and conditions of the offer must be stated in a separate letter of transmittals that is to accompany your offer. The person signing the quote shall initial any erasures, cross-outs or changes made. All information should be typed or neatly printed in ink. Exceptions, as offered, if accepted by the Government, become part of the contract.
III. Late offers will be processed in accordance with RFO 52.212-1(c), “Late submission, modifications, revisions, and withdrawals of offers”.
IV. This request does not commit the Government to pay any costs incurred in the preparation and submission of offeror’s quote or in making any necessary studies for the preparation thereof or for any visit the Contracting Officer may request for the purpose of clarification of the quote or for preparation for negotiations. Government reserves the right to cancel this Combined Synopsis/Solicitation at any time.
V. QUESTIONS: All questions regarding the solicitation shall be submitted via e-mail only to cynthia.cruz.3@us.af.mil AND elena.gifford.1@us.af.mil. The Government requests that you submit questions as soon as possible, but no later than 06 October
2026 at 1:00 PM; questions received after this time will not be addressed. Answers to questions will be posted publicly under the solicitation number in SAM.gov. Offerors are responsible for monitoring the SAM.gov web site for postings and amendments, answers to questions, and other supplementary instructions or information that may be posted.
VI. QUOTE PREPARATION:
a. Provide vendor information specified in section 3 of this combined synopsis/solicitation.
b. Provide pricing utilizing CLIN breakout under section 2 of this combined synopsis/solicitation.
c. Provide a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, catalog cuts, or other documents as necessary.
VII. QUOTE SUBMISSION:
a. The quote package must be received by the designated date and time. Quotes may only be submitted electronically. QUOTES RECEIVED BY MAIL OR BY FAX
WILL NOT BE CONSIDERED FOR AWARD. The Government shall not be held liable for quotes not received.
b. The quote shall be valid for a minimum of 90 days.
7. Addendum to RFO 52.212-2 Evaluation--Commercial Products and Commercial
Services
I. The Government will award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is determined to be the Best Value to the Government, price and other factors considered. Best Value means the expected outcome of an acquisition that, in the
Government’s estimation, provides the greatest overall benefit in response to the requirement. Offers that do not conform to the requirements of the solicitation and/or do not clearly meet the specifications in accordance with Attachment 1- Salient
Characteristics may be rejected without further evaluation or discussions. The following factors shall be used to evaluate offers:

Unacceptable The Offer does not clearly meet requirements of all specifications provided in Attachment 1 –
Quotations will be evaluated to determine compliance with all requirements of the solicitation, including any attachments and exhibits. The evaluation criteria will be applied to all Quotations in the same manner. Each Quotation will be evaluated strictly in accordance with its content; the Government will not assume that performance will include areas not specified in the Offeror’s written Quotation. A Quotation must clearly meet all requirements (no partial Quotations shall be considered) to be considered
“Technically Acceptable.”
B. PRICE:
Offerors are cautioned that the award may not necessarily be made to the lowest price offered. The Government is more concerned with obtaining the best value than with making an award at the lowest overall price to the Government. However, the
Government will not make an award at a significantly higher overall price to obtain an offer that exceeds the minimum requirements of the solicitation and/or specifications.
a. The Government will evaluate price for award by calculating a Total
Evaluated Price (TEP) (All CLINs) for your quote.
b. The Government will evaluate the Price for completeness. Any incomplete pricing information may result in quote elimination and the Offeror being determined ineligible for award.
c. The Government will evaluate the Price Factor for reasonableness. The
Government will conduct price analysis, using one or more of the proposal analysis techniques and procedures as defined in RFO 12.204, RFO
15.404-1 and R-DFARS 215.404-170 to ensure a fair and reasonable price.
d. Unbalanced Pricing: The Government reserves the right to analyze quotes to determine whether they are unbalanced with respect to prices, and separately priced line items in accordance with RFO 15.404-6. A Quotation may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more items is significantly overstated or understated as indicated by the application of price analysis techniques.
II. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
8. Basis For Award / Evaluation Procedures:
I. The Government will first evaluate offers for acceptability. Offers will then be evaluated based on price. Award will then be made to the technically acceptable offer determined to represent the best value to the Government. If only one “Acceptable” offer is received, the Government will attempt to determine price to be fair and reasonable through means other than competition.
II. Award will be made on the initial evaluation of quotes received in response to this RFQ.
Therefore, offerors are cautioned to ensure that initial quotes contain your best terms from a technical and price standpoint.
III. RFO 52.212-4, Contract Terms and Conditions-Commercial Items (Nov 2023) applies to this acquisition. No addenda to this clause.
IV. All firms must be registered and active in the System for Award Management (SAM) database at https://www.SAM.gov to be considered for award. Quote must be directly submitted by the firm registered in SAM that is intended to be the successful awardee.
Quotes submitted by another firm on behalf of a SAM registered company with the intention of being award “care of” will not be accepted. All quotes must include registered Unique Entity Identity, CAGE code, Tax ID, and small business status.
V. Submittal Information: Oral quotes will not be accepted. Emailed quotes must be received at the stated addressees’ email inbox on time and the addressee must be able to open the email and all attachments. No other email receipt will be acceptable. The
Government does not accept responsibility for non-receipt of quotes. It is the vendor’s responsibility to request and receive confirmation of quote receipt.
