About this opportunity

Davis-Monthan Air Force Base, operating under Air Combat Command, seeks removal and installation of a new video teleconferencing system with training at its 355 Wing facility, with proposals due May 29, 2026. This is a Total Small Business Set-Aside under NAICS 541512 (Computer Systems Design Services), with a $34.0 million business size standard.

Place of performance is Davis-Monthan Air Force Base, Arizona. The procurement includes two line items: removal of the current VTC system and installation of a new VTC system with training per the Performance Work Statement. The solution must support both NIPRNET and SIPRNET Audio/Visual and Video Teleconferencing suites, integrate fully with Microsoft Teams and Global Video Services applications, comply with DISA Security Technical Implementation Guides and DoDIN Approved Products List standards, and meet Trade Agreement Act requirements. Equipment must include TAA-compliant, DoDIN APL-listed VTC codecs, displays, cameras, microphones, control systems, and dual-docking podiums for NIPRNET and SIPRNET computers, with 1080p or better video resolution, PTZ cameras, digital sound processor with acoustic echo cancellation, and touch-panel control. Installation personnel must hold Secret clearance. The contract includes a one-year base period with four optional one-year extensions. A comprehensive one-year warranty covering all equipment and workmanship is required from final system acceptance.

Technical support is provided during normal business hours (0730–1630, Monday–Friday) with emergency after-hours availability; routine service calls must be acknowledged within four business hours and critical failures addressed on-site within 24 hours.

The government will award on a firm-fixed-price basis to the responsible offeror offering best value. The nonprice factor—Period of Performance, Installation and Training Timeframe—is significantly more important than price. Quotes must demonstrate technical acceptability across all removal, installation, configuration, and training requirements per the PWS.

An amendment (FA487726QA136A00001) was issued May 21, adding conference room diagrams and a Questions and Answers attachment. Quotes are due May 26, 2026, with no extension to the five-day response period.
