About this opportunity
The Smithsonian Institution seeks qualifications from small business construction firms to establish multiple IDIQ contracts for construction services, with projects valued at $1 million to $8 million each, and qualifications are due November 9, 2026 at 3:00 PM ET. The procurement is a Total Small Business set-aside under NAICS 236220, Commercial and Institutional Building Construction.
Work supports Smithsonian facilities in the Washington, DC metropolitan area and surrounding sites, including the Smithsonian Conservation Biology Institute in Front Royal, Virginia, and the Smithsonian Environmental Research Center in Edgewater, Maryland. Scope includes demolition, site work, concrete, electrical, mechanical, plumbing, HVAC, masonry, painting, and roofing.
Offerors must show three comparable projects of $3 million or greater completed as prime contractor, at least one of them finished, including replacement of major building components, work in live research environments, and occupied buildings. At least one project must be in a designated historic landmark or National Register property. The RFQ sets a five-year look-back, while RFI responses cite eight years and a $3 million to $9 million comparable range. Offerors must also demonstrate financial capability, audited statements for the past two fiscal years, corporate formation, and jurisdictional licensure. Joint ventures are acceptable, but affiliated sister-company experience is not considered. Contractors must self-perform at least 12% of work under each task order.
The announcement attachment lists a performance period of August 4, 2026 through August 4, 2036. RFI responses describe one base year plus nine option years. Bonding requirements also conflict across attachments: the announcement calls for performance and payment bonds within 10 days after award, another summary states bonds are not required, and RFI responses tie task-order bonding to dollar thresholds.
Evaluation uses no cost factor. Award goes to the technically acceptable offeror whose combined qualifications and capabilities are most advantageous, and the Smithsonian intends to award without discussions, though clarifications may be requested. RFI responses list past performance, overhead rates, and financial capabilities as evaluation factors.
Amendment 3, posted October 29, 2026, omits Sections A through M of SF 1442, which will be provided to selected offerors before award, and updates the submission Dropbox link. Offerors must acknowledge Amendment 3 before the November 9 deadline or face possible rejection. Questions were due October 12, 2026 at 3:00 PM EST, sequentially numbered in Word format to ColemanSI@si.edu. Sheryle Coleman is the contact.
