About this opportunity

The Smithsonian Institution is seeking design-build services for a ground-mounted solar photovoltaic project at the Smithsonian Environmental Research Center (SERC) in Edgewater, Maryland. The project requires construction of one or two solar arrays with a combined output of 3.2 MW DC, with a separately priced option for increased output of 4.0 MW DC, to be installed on approximately 15 acres across two adjacent agricultural parcels. The work must comply with Baltimore Gas & Electric and Maryland net aggregate metering regulations while providing the most cost-effective solution, including site preparation, PV system installation, utility interconnection, fencing, access roads, stormwater management, and monitoring systems. Technical evaluation factors include the design-build team's experience and qualifications, schedule/plan of accomplishment, and concept design submission, with technical factors weighted more heavily than price. Key dates included a mandatory pre-proposal site visit on February 13, 2025, questions due by February 27, 2025, and proposals originally due March 13, 2025, though this solicitation has been marked as canceled.

This opportunity was open to all businesses regardless of size with no set-aside designation, falling under multiple NAICS codes including commercial building construction, power line construction, solar electric power generation, and engineering services. The estimated contract value exceeds $10 million for a firm-fixed-price design-build construction contract. The project timeline required completion within 379 calendar days (54 weeks) from Notice to Proceed, with key milestones including 50% design at week 8, 100% design at week 12, and construction completion by week 52. The work location is at the Smithsonian Environmental Research Center at 647 Contees Wharf Road, Edgewater, MD 21037, specifically on parcels near the corner of Muddy Creek Road and Cumberstone Road. The contract also included optional operations and maintenance services for one year with four one-year extension options, along with warranty requirements including one year for workmanship and 25 years for panel performance.
