About this file
This is a pre-proposal conference presentation for the SERC Solar PV Project at the Smithsonian Environmental Research Center. The project involves designing and constructing a ground-mounted solar photovoltaic system with a base capacity of 3.2 MW DC and an optional capacity of up to 4.0 MW DC, to be located across two parcels near Muddy Creek Rd. and Cumberstone Rd. in Edgewater, MD.
The presentation outlines key project details including: proposal due date of March 13, 2025 at 3:00 PM ET; RFI submission deadline of February 27, 2025; site visit and pre-proposal conference scheduled for February 13, 2025 from 9:15 AM to 1:00 PM. The project aims to make SERC net-zero for energy usage and includes options for operations and maintenance services for up to 5 years. Technical evaluation factors (weighted equally) include the design-build team qualifications, schedule/plan of accomplishment, and concept design submission. The project timeline requires completion within 54 weeks after Notice to Proceed, with key milestones including 50% design at week 8, 100% design at week 12, and construction completion by week 52. The presentation includes detailed site maps, LIDAR imagery, and HelioScope modeling assumptions for the solar array layout across the two parcels totaling 12.84 acres (4.91ac + 7.93ac).

Solar PV Project – Base Bid and Options
BASE BID: Design, permitting, construction and commissioning of all site infrastructure improvements and equipment installation required to install the specified and proposed 3.2 MW DC PV system interconnected to the BGE electrical distribution system. Note: system O&M is not included in the base bid.
OPTION 1: O&M of the 3.2 MW PV System for one year, with a further option for up to four (4) additional years. This is additive to the base bid.
OPTION 2: Design, permitting, construction and commissioning of all site infrastructure improvements and equipment installation required to install the specified and proposed 4.0 MW DC PV system interconnected to the BGE electrical distribution system as specified and proposed. Note: system O&M is not included in this Option. Option 2 is not additive but in lieu of the base bid.
OPTION 3: O&M of the 4.0 MW PV System for one year, with a further option for up to four (4) additional years. This is in lieu of Option 1.
