About this opportunity

The Department of the Army National Guard seeks furnishing, delivery, and placement of 3,340 tons of 3-inch minus breaker run limestone base material to Hardwood Range in Necedah, Wisconsin, with quotes due July 7, 2026. The procurement is a 100 percent Total Small Business set-aside, NAICS 212321 with a 500-employee size standard.

Place of performance is Camp Douglas, Wisconsin. Delivery must occur within 60 calendar days from award on a firm fixed-price basis with FOB destination; the contractor bears all transportation costs. Contractors must obtain all necessary federal, state, and local transportation permits. Limestone must meet specified gradation and specification requirements; granite is not acceptable. Contractors may source material through subcontracted quarries or suppliers and are not required to own or operate the source quarry.

Delivery is restricted to quad-axle dump trucks with up to 24-ton capacity during hours 0730–1630, Monday through Thursday, through designated access gates at 16th Avenue North or 19th Avenue. Work occurs within 2 miles of these gate locations. The primary placement method is tailgate spreading; stockpiling is permitted only if range missions or time constraints prevent spread-dump placement, with grading and compacting performed by range personnel. Trucks should be staggered at 10–15 minute intervals.

Quotes must include complete and detailed technical specifications, estimated delivery date, SAM Unique ID Number, CAGE Code, and Tax Identification number. Pricing remains valid until September 10, 2026. Offers deemed incomplete or lacking adequate technical detail will be deemed technically unacceptable and removed from consideration. Funds are not presently available; no contract award will be made until appropriated funds become available. The contracting activity is Wisconsin Contract & Procurement Office at Camp Douglas; contact Seth Swieter at 608-427-1235.
