About this file
This is a Questions and Answers document for federal contract opportunity W50S9H26QA023 regarding limestone delivery and placement services.
The procurement involves delivering and placing limestone base material at a military range facility. Contractors must deliver limestone via quad-axle dump trucks with up to 24-ton capacity during restricted hours (0730-1630, Monday through Thursday) through designated access gates located at 16th Ave N (44°13'12.67"N 90°03'24.71"W) or 19th Ave (44°13'12.80"N 90°00'58.97"W), with all work occurring within 2 miles of these locations. The primary placement method is tailgate spreading of material, with stockpiling permitted only if range missions or time constraints prevent spread-dump placement; grading and compacting will be performed by range personnel. Limestone must meet specified gradation and specification requirements—granite is not acceptable. Contractors may source limestone through subcontracted quarries or material suppliers and are not required to own or operate the source quarry. Trucks should be staggered at 10-15 minute intervals to mitigate congestion, with entry through the 19th gate and exit through the 16th gate. The proposed stockpile location, if required, is 44°13'38.85"N 90°00'58.95"W. The document was current as of June 24, 2026.

W50S9H26QA023 – QUESTIONS & ANSWERS
Q1. How far is the delivery location from the main gate?
A1. We would not have them coming to the front gate. We would have them go to our 16th Ave N gate (44°13'12.67"N 90°03'24.71"W) or 19th Ave gate (44°13'12.80"N 90°00'58.97"W) and from there the furthest location they would be spread dumping is 2 miles away from those gates.
| Q2. | Approximately | how | many | trucks | can | access | the | range | at | one | time? | More | speciϐically, | could |
| trucks | arrive | and | enter | at | intervals | of | approximately | 10–15 | minutes | without | causing | congestion? |
A2. We can mitigate congestion by having the trucks enter the 19th gate and leave out the 16th gate. But a 10 to 15 minute interval would be bene icial.
| Q3. | Are | the | access | roads | safe | and | wide | enough | for | dump | trucks | to | travel, | unload | material, | and |
| turn | around | safely? |
A3. Yes, we will designate safe turn around and passing areas. If an area appears to be too unstable we will dump and push the material across the unstable area.
Q4. Are there any restrictions on truck size, weight, or delivery hours that we should be aware of?
A4. Delivery hours are from 0730 to 1630 Monday through Thursday. A quad axle dump truck with up to 24 ton capacity is preferred.
| Q5. | May | an | offeror | furnish | the | required | limestone | through | a | subcontracted | quarry | or | material |
| supplier, | or | must | the | offeror | own | and | operate | the | source | quarry? |
A5. The limestone can be acquired through a subcontracted quarry or material supplier, offeror does NOT need to own or operate the source quarry.
| Q6. | Is | delivery | and | placement | using | quad‐axle | dump | trucks | acceptable, | provided | all | contract |
| requirements, | quantities, | and | delivery | schedules | are | met? |
A6. Yes.
| Q7. | For | the | placement | requirement, | is | the | contractor | only | required | to | deliver | and | dump/stockpile | ||
| the | material | at | the | designated | location, | or | is | spreading | and | grading | of | the | material | also | required? |
A7. Tailgate spreading of the material is required. Unless there is an unstable section of road that requires range personnel to dump and push the material across. Stockpiling would only be allowed if time constrains and range missions inhibit the spread dump placement. Grading and compacting will be done by range personnel.
| Q8. | The | requirement | references | limestone | base | material. | Would | a | granite | base | material | be |
| considered | acceptable | as | an | equivalent, | provided | it | meets | the | required | gradation | and | |
| speciϐication | requirements? |
A8. No granite, limestone is required.
| Q9. | Could | you | please | provide | the | exact | delivery | point | or | physical | address | for | the | stockpile |
| location? | This | will | help | us | conϐirm | hauling | logistics | and | pricing | accurately. |
A9. As stated above, spread dumping will be the main objective and method of placement. Trucks will enter the range at16th Ave N gate (44°13'12.67"N 90°03'24.71"W) or 19th Ave gate (44°13'12.80"N 90°00'58.97"W) and be leaving through one of those gates and be working within 2 miles of those locations. The proposed stockpile location if missions and time requires us to stockpile would be:
44°13'38.85"N 90°00'58.95"W
