About this opportunity
The Naval Sea Systems Command, through the Naval Surface Warfare Center Port Hueneme Division, is seeking qualified contractors to provide crane services and mobilization support at the Surface Combat Systems Training Center (SCSTC) in Jacksonville, Florida. Specifically, the Navy requires a 100-ton all-terrain crane with operating personnel and mobilization in and out services for a two-day performance period on April 13-14, 2026. The work involves three primary lift operations to support the installation of a Surface-to-Surface Missile Module Part Task Trainer for Littoral Combat Ship training, with all operations to be conducted within an 8-foot interior bay with a maximum safe working height of 240 inches. Interested parties must submit detailed responses to Jorge Ortiz at jorge.u.ortiz.civ@us.navy.mil by February 11, 2026 at 3:00 PM Pacific Time, including company information, CAGE code, DUNS number, point of contact details, capability descriptions, business size classification, rough order of magnitude cost estimates, and feasibility feedback. This is a Sources Sought Notice for market research purposes only, and the Government has made no commitment to issue a formal solicitation or award a contract based on these responses.
This procurement falls under NAICS code 238990 (All Other Specialty Trade Contractors) with a small business size standard of $19.5 million and is being conducted through full and open competition with no set-aside designation. The Government will not pay for response submissions, will not reimburse any costs incurred by interested parties, and will not provide feedback on submitted proposals. No incumbent contractor or current contract value has been identified in the sources sought notice, though the rough order of magnitude cost estimates requested from interested parties will inform the Navy's market research. The performance timeline is narrow and specific, limited to the two-day period of April 13-14, 2026, with the requirement that all work comply with applicable Navy safety and occupational health standards including OPNAVINST 5100.23 CH-3, SECNAVINST 11260.2B, NAVCRANECENINST 11450.2A, and NAVFAC P-307. Contractor access to Naval Station Mayport will be coordinated through the Pass and Security Offices, and access to classified or controlled buildings may be required pending further coordination.
