About this opportunity

The Naval Surface Warfare Center Philadelphia Division is seeking contractors to provide specialized services for 250-KS4 Marine Gas Turbine Engine Support, specifically involving the teardown, inspection, light cleaning, evaluation, and packaging of one radiologically controlled (RADCON) gas turbine asset with Serial Number IAE-406806. This procurement falls under the Department of the Navy Naval Sea Systems Command and requires contractors to handle USN radiologically controlled gas turbine components within a controlled environment to prevent contamination transfer. Contractors must possess an approved state license to receive, process, and store radiologically contaminated hardware, and must follow strict nuclear regulatory standards throughout the work process. The contract structure will be firm fixed-price, with contractors required to submit a comprehensive Disassembly and Inspection Report within 60 calendar days after completing the disassembly, inspection, survey, and cleaning phases. The solicitation closes on July 3, 2025, at 3:00 PM EST, with all inquiries directed to joseph.w.aprile2.civ@.us.navy.mil, as phone calls will not be accepted.

This opportunity is designated as a Total Small Business Set-Aside, restricting participation to qualified small business entities. The work involves government-furnished property (GFP) material and must be performed with a 120-day performance period following contract award. The place of performance is specified as Philadelphia, PA 19112, which aligns with the Naval Surface Warfare Center Philadelphia Division's location. The procurement involves a single gas turbine engine unit, making this a focused, specialized maintenance contract rather than a high-volume production requirement. No incumbent contractors or potential award values are specified in the solicitation materials, though the radiological control requirements and specialized nature of the work suggest this is a technically complex and potentially high-value maintenance contract. The contractor will be responsible for comprehensive documentation of contamination levels and proper disposition of all parts according to nuclear regulatory compliance standards.
