About this opportunity

The Department of the Navy's Naval Supply Systems Command, through NAVSUP Weapon Systems Support (WSS) Philadelphia, seeks repair of one Critical Safety Item generator-alternator (NSN 7R 6115 011149696, part number 70550-02031-111) through a sole-source award under an already established BOA, with quotes due November 10, 2026. The Set Aside line reads "No Set-Aside Used," but the notice states the Government lacks sufficient, accurate, or legible data to contract with other than the current source.

Performance runs from November 10, 2026 through November 10, 2028, with one unit repaired and delivered 365 calendar days after asset induction under a firm fixed price arrangement. Place of performance is listed as the United States, and the solicitation package specifies delivery from facility DDE005 with shipment to Blue Water Shipping US, Inc. in Miami, Florida. Offerors that are not approved Government sources must submit source approval documentation under the NAVSUP WSS Source Approval Brochure with their proposal, and offers missing required data will not be considered. The notice states that new source approval cannot be completed in time to delay award.

Technical requirements include ISO 9001 quality management, Safety Data Sheets for hazardous materials, configuration management with Engineering Change Proposal procedures delegated to NAVAIR, and packaging to MIL-STD-2073-1E and MIL-STD-129 standards for overseas shipment. For this aviation material (COG 7R), the Government furnishes reusable containers, but contractors must request them by email at least 30 days before a repair contract begins. Oversight comes from a Quality Assurance Representative and the Defense Contract Management Agency. Deliverables include an inventory label and DD250 receiving reports submitted through WAWF. FAR 52.225-3 and 52.225-5 apply to one or more items. The notice does not state evaluation criteria or an award value. Questions go to Mrs. Dana Scott at dana.l.scott14.civ@us.navy.mil.
