1.1 BACKGROUND

This statement of work is for the disassembly, inspection, survey and cleaning of one USN radiologically controlled (RADCON) gas turbine asset.

Due to operation in radiologically contaminated areas, specialized depot repair induction procedures are necessary to process potentially contaminated 250-KS4 Gas Turbine Engines (GTEs). Processing and handling of this asset requires additional licenses and special handling instructions as well as segregation of material and supporting equipment and a segregated teardown and inspection facility capable of processing potentially contaminated parts. Parts verified clear of contamination following inspection may then be reintroduced into an authorized depot repair facility location. Parts verified contaminated shall continue to be handled and disposed of in accordance with the contractor's radiological controls procedures.

1.2 SCOPE OF WORK

The contractor shall provide engineering and technical services necessary to disassemble, inspect, survey, clean and document the condition of one 250-KS4 GTE components. Additionally, the contractor shall disposition parts according to their level of radiological contamination as either above or below the permissible limits as defined the American National Standard Institute Standard (ANSI) 13.12 and Nuclear Regulatory Commission (NRC) Regulatory Guide 1.86 (less than 1,000 dpm/100 cm2 loose/removable contaminants and less than 5,000 dpm/100 cm2 total).

Upon acceptance of this delivery order, the contractor shall have ninety (90) days to induct the subject RADCON gas turbine asset (IAE-406806).

Induction shall be defined as receiving the gas turbine asset. Prior to taking possession of the subject RADCON gas turbine assets, the contractor shall have an agreement state possession license or NRC license with their respective state allow them to receive, process, and store radiologically contaminated hardware. The contractor shall furnish a copy of this license to the USN prior to beginning delivery of the USN RADCON asset. The contractor shall notify the USN if any changes are made to the license and shall furnish a copy of the updated license prior to delivery of any additional scheduled USN RADCON assets.

The contractor shall be located within the continental United States. All handing of radiologically contaminated hardware shall take place at the contractors facility, in a separate and controlled environment (referred to subsequently as the control area) in order to prevent the potential transfer of radiological contaminants to other areas including potential transfer of radiologically contaminated hardware into other engines outside the controlled area.

The contractor shall receive the RADCON 250-KS4 GTE in a sealed shipping container from the USN. All material within the container shall be considered under radiological controls. RADCON engines shall be stored in a separate area from any other engines in accordance with the contractor's RADCON program. Opening of the containers and all subsequent work shall be performed within the control area.

The contractor shall be responsible for disposal of any radiologically contaminated byproducts resultant from executing this Statement of Work.

The contractor shall collect all contaminated USN parts and store in a container suitable for shipment in accordance with applicable state regulations.

The contractor shall be responsible for the pick-up and disposal of all collected contaminated equipment and components. The contractor shall perform the disassembly, inspection, survey, cleaning of the 250-KS4 GTE, in accordance with the requirements section of this Statement of Work.
