About this opportunity

The Department of Veterans Affairs' Veterans Integrated Service Network 8, on behalf of the C.W. Bill Young Veterans Medical Center in Bay Pines, Florida, is conducting a Sources Sought notice to procure one 2026 TL-2 Lightning Loader Grapple Truck (name brand or equal) with an HDX 1717 body mounted on a 2025 International MV607 chassis. The equipment is intended to support the medical center's grounds maintenance operations, particularly debris removal following hurricanes and severe weather events, as well as routine tasks such as clearing conservancy paths and assisting with tree trimming. Key specifications include a minimum 20-foot boom reach with 4-foot telescoping extension, minimum 3,200 pounds lift capacity when fully extended, minimum 20 cubic yards capacity, 23-ton dump body hoist capacity, automatic transmission with dual joysticks, and a Kohler ECH980 38 HP gasoline motor with EFI package. The notice does not constitute a formal solicitation but rather serves as a market research tool to determine socio-economic set-aside feasibility and gather capability information from interested vendors. Responses are due by February 19, 2026, at 2:00 PM Eastern Time, with interested parties required to submit capability statements and letters of supply via email to Michael A. Shook at michael.shook@va.gov.

The procurement is targeted toward Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), Veteran-Owned Small Businesses (VOSBs), and Small Businesses (SBs), with the final set-aside designation to be determined based on the quantity and quality of responses received from each socio-economic category. If insufficient SDVOSB responses are received, the requirement may be solicited as a VOSB set-aside; if VOSB responses are inadequate, it may proceed as an unrestricted SB set-aside or as an unrestricted procurement open to all interested parties. No incumbent contractor or current award value information is disclosed in this Sources Sought notice, as the procurement is in the early market research phase. The notice indicates that the medical center's need for this equipment was reinforced by operational challenges encountered during hurricane cleanup efforts in 2024, when the absence of grapple truck capabilities delayed debris removal at Bay Pines Medical Center and Lee County Healthcare campuses. The vehicle specifications and equipment features reflect a standardized requirement designed to meet the medical center's specific operational demands for efficient large-scale debris handling and grounds maintenance.

Notice text

Good day, SDVOSB s, VOSB s & SB's

This Sources Sought is issued solely for informational and planning purposes only. It does not constitute the issuance of a solicitation or a promise to issue an solicitation in the future. The purpose of this notice is to conduct market research and obtain information from qualified SB s. This is not a request for bids, quotes, offers, or proposals. The responses to this announcement will assist in determining the socio-economic status such as a SDVOSB set-aside if feasible. If insufficient SDVOSB responses are received to establish the basis for setting this requirement aside for SDVOSB s, the requirement may be solicited as a VOSB or a SB set aside, if no or not enough small business responses are received, this may be solicited as unrestricted, all interested parties responding shall be eligible to compete.

Please direct reply in the affirmative via email if you are interested and can provide the required product/service for this requirement. Please provide your capability statement, letter of supply if applicable or available. I will accept responses for this Sources Sought until the 19th of February 2026 14:00, thanks.

The C.W VA Medical Center EMS Grounds is requesting to purchase a TL-2 Lightning Loader Grapple Truck NAME BRAND OR EQUAL to help pick up downed trees and limbs after hurricanes and severe weather events. This will help with proficiency and timeliness in clearing roads and parking lots. This truck can also be used when trimming trees. The grapple truck will pick up debris much more efficiently and effectively than by hand. This truck is also needed for regular tasks such as clearing paths in the conservancy. In 2024, EMS Grounds assisted with the cleanup of the Bay Pines Medical Center and Lee County Healthcare campuses after the two major hurricanes in 2024. Cleanup efforts were delayed because EMS Grounds did not have the means to remove very large fallen trees and hefty quantities of debris. EMS had to procure emergency purchase orders to have vendors come and provide the services that our own staff would have been able to accomplish with a grapple truck.
