About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 8 (VISN 8) is procuring one grapple truck to support debris removal and vegetation management operations at the C.W. Bill Young Veterans Medical Center in Bay Pines, Florida. The procurement specifically seeks a Petersen 2025 International MV607 with a Transmission A2000, diesel fuel type, and air brake system, or an equivalent model that meets the same specifications. The primary objective is to enhance operational efficiency and timeliness in clearing roads, parking lots, and conservancy paths following severe weather events and hurricanes, while also supporting routine grounds maintenance and tree trimming activities. The contracting office is the Department of Veterans Affairs Network Contracting Office 8 (NCO 8), with Michael Shook serving as the Contracting Officer. The response deadline is March 2, 2026 at 2:00 PM Eastern Time.
This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC), restricting competition to businesses meeting this specific designation. No incumbent contractor or current award value information is provided in the pre-solicitation notice. The justification for this purchase stems from operational challenges experienced during the 2024 hurricane season when the C.W. VA Medical Center's EMS Grounds assisted with emergency debris removal at both Bay Pines Medical Center and Lee County Healthcare campuses; the lack of in-house grapple truck capability forced the facility to issue emergency purchase orders to external vendors, resulting in delayed cleanup efforts and increased costs. The procurement falls under NAICS code 333924 (Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing) and PSC code 2320 (Trucks and Truck Tractors, Wheeled).

Update #2 · Latest ·
Background: The C.W VA Medical Center EMS Grounds requests to purchase a Petersen 2025 International MV607, Transmission A2000, Fuel Type Diesel, Brake Type Airbrake grapple truck Name Brand or Equal to help pick up downed trees and limbs after hurricanes and severe weather events. This will help with proficiency and timeliness in clearing roads and parking lots. This truck can also be used when trimming trees. The grapple truck will pick up debris much more efficiently and effectively than by hand. This truck is also needed for regular tasks such as clearing paths in the conservancy. In 2024, EMS Grounds assisted with the cleanup of the Bay Pines Medical Center and Lee County Healthcare campuses after the two major hurricanes in 2024. Cleanup efforts were delayed because EMS Grounds did not have the means to remove very large fallen trees and hefty quantities of debris. EMS had to procure emergency purchase orders to have vendors come and provide the services that our own staff would have been able to accomplish with a grapple truck.
