About this opportunity
The Western Area Power Administration is soliciting proposals for the procurement of three 230-kilovolt, 13.33-megavolt-ampere (40-megavolt-ampere 3-phase), 100-ampere shunt reactors with air-core support structures for the Circle Stage 03 project. The equipment must be new, current manufacture and conform to ANSI and IEEE Standard C57.21, with specifications including a minimum Basic Impulse Insulation Level of 900-kilovolts, bird barriers, internally mounted surge arrestors, porcelain post-type insulators, and support structures constructed from non-ferrous materials capable of withstanding seismic forces and 100-mile-per-hour wind loads. Contractors must submit informational drawings within 90 calendar days of contract award and final drawings 21 days prior to shipment, and all equipment must pass routine testing per IEEE C57.21 including resistance measurement, impedance measurement, total loss measurement, turn-to-turn testing, and lightning impulse testing. The contract includes performance specifications with warranty losses evaluated at $1,999 per kilowatt, and liquidated damages are set at $1,451.64 per day for failure to meet the delivery deadline, not to exceed 10 percent of the unit purchase price. The proposal due date is March 23, 2026.
This solicitation is designated as a Total Small Business set-aside with no incumbent contractor identified. The required delivery date is no later than April 29, 2027, with delivery on a free-on-board basis to the Circle Substation near Circle, Montana. The contract includes three line items: procurement of the reactors themselves; transportation and delivery to the Circle Substation; and an optional 5-year warranty extension that can be exercised within 90 days of contract award. Contractors must provide at least two weeks' advance notification of shipment and coordinate delivery with Jacob Thielbar at 605-350-4593, with deliveries scheduled Monday through Thursday between 8 a.m. and 3 p.m. A 10 percent payment holdback is required until all documentation is accepted, and contractors must provide Material Safety Data Sheets for all hazardous materials.
