About this file
This document is a supplies and pricing section from a federal contract with Western Area Power Administration (WAPA) for the procurement of electrical equipment and related services.
The contract requires the furnishing and delivery of three 230-kV, 13.33 MVAR (40 MVAR 3-phase), 100A shunt reactors with support structures to the Circle Substation located near Circle, Montana (coordinates: 47° 27' 15.666" N 105° 32' 0.951" W). Item 00001 includes the reactors themselves; Item 00002 covers transportation and delivery to the Circle Substation; and Item 00003 is an optional 5-year warranty extension (which can be exercised within 90 days of contract award). The required delivery date is no later than April 29, 2027, with delivery F.O.B. to the destination. The contractor must provide at least 2 weeks' advance notification of shipment and coordinate delivery through Jacob Thielbar (605-350-4593; thielbar@wapa.gov), with deliveries scheduled Monday through Thursday between 8 a.m. and 3 p.m.
The contract includes performance specifications and warranty terms. The offeror must warrant that no-load losses for each single-phase reactor will not exceed a specified threshold, evaluated at $1,999 per kilowatt. If actual losses exceed warranted losses, the contract price will be reduced accordingly. Liquidated damages are set at $1,451.64 per day for failure to meet the delivery deadline, not to exceed 10 percent of the unit purchase price. The contractor must complete technical specifications contained in Attachment 1 and provide test reports to verify performance prior to payment.
