About this opportunity
The 22nd Logistics Readiness Squadron at McConnell Air Force Base is procuring a TSA-compliant X-ray machine for screening carry-on and checked luggage departing via airlift operations. The Department of the Air Force Air Mobility Command requires this equipment to meet United States Transportation Command and Air Mobility Command passenger baggage screening requirements, eliminating the need for manual baggage searches and providing an additional layer of flight safety screening. The machine must feature a minimum tunnel size of 30.6" wide by 22.8" high, dual or multi-view imaging capability, material discrimination technology, and at least 256 GB storage capacity, along with TSA certification and FDA radiation health standards compliance. The procurement will be awarded using the Lowest Price Technically Acceptable evaluation method, with technical acceptance based on requirements outlined in the Statement of Need dated June 17, 2025. Vendor questions were due by August 22, 2025, at 10:00 AM CST, with quotation submissions due by August 29, 2025.
This solicitation is set aside 100 percent for Women-Owned Small Business enterprises, with no incumbent contractors identified in the documentation. The procurement includes three line items: the X-ray machine itself, professional installation services, and machine training for up to 10 personnel. The successful vendor must deliver and install the complete system within 115 calendar days from contract award and provide a minimum one-year warranty with options for extended coverage up to five years. Performance will take place at McConnell Air Force Base in Wichita, Kansas, with the vendor responsible for machine assembly, installation, and training services. While specific award values are not disclosed, the government intends to award a Firm Fixed Price contract for this single-unit procurement.

Update #2 · Latest ·
The 22nd LRS requires the purchase of one X-ray machine. The machine will be primarily used for screening all carry-on and checked luggage departing via airlift. The Air Force requires passenger baggage X-Ray machines to ensure passenger service agents are not required to hand search all hand-carried and checked baggage to meet United States Transportation Command (USTRANSCOM) and Air Mobility Command (AMC) passenger baggage screening requirements. Additionally, X-Ray screening technology provides a second level of screening to ensure safety of flight on military and commercial aircraft.
