About this opportunity

The 22nd Civil Engineer Squadron at McConnell Air Force Base is seeking comprehensive carpet replacement services for five active facilities (Buildings 732, 415, 412, 520, and 684). The procurement requires both rolled carpet and modular carpet tile installation, with contractors needing to provide personnel, equipment, and materials for complete carpet removal, floor preparation, and new carpet installation using pre-approved vendors such as Mannington, Tarkett, Interface, Milliken, and Mohawk. All work must be performed by Certified Floor Covering Installers following Air Force Carpet Program guidelines, with installation completed within 30 days of material receipt during normal business hours. The evaluation will utilize a Lowest Price Technically Acceptable (LPTA) method with offers limited to five pages in PDF format. Critical dates include the site visit on September 11, 2025 (limited to two people per company), questions due by September 12, 2025 at 10:00 AM, and proposal submissions due September 17, 2025 at 10:00 AM, with offer expiration extended through October 31, 2025.

This procurement is designated as a Women-Owned Small Business (WOSB) set-aside under NAICS code 314110 (Carpet and Rug Mills) with a size standard of 1,500 employees, though the description also references it as a Total Small Business set-aside. The contract structure includes three Contract Line Item Numbers (CLINs) per building covering carpet materials, adhesive, and installation, though the requirement is currently unfunded and only Building B732's scope (CLINs 0001-0003) may receive funding depending on mission partner funding reallocation. The total carpet replacement encompasses approximately 10,618 square feet across all buildings, with work scheduled to occur from September 30, 2025 through November 30, 2025. The contract will be structured as a firm fixed-price arrangement with all work performed at McConnell Air Force Base in Wichita, Kansas, and contractors must provide 15% extra carpet materials and ensure proper disposal following EPA guidelines.
