STATEMENT OF WORK

Carpet Replacement Bldg. 684

Sep 2025

McConnell AFB, Kansas

GENERAL:

The contractor shall provide all personnel, equipment, tools, supplies, materials, supervision, and transportation necessary to:

1. Remove and dispose of indicated existing carpet tiles and transitions.

2. Remove indicated portions of existing rubber base from wall, existing wood base boards will be removed and reinstalled.

3. Completely remove old carpet tile adhesive and perform floor prep as necessary to ensure carpet tiles adhere properly to subfloor leaving a clean and professional finished product.

4. Furnish and install new carpet.

5. Contractor shall verify all dimensions and measurements.

6. Contractor shall submit physical samples of carpet tiles, transitions, cove base, carpet manufacturer’s technical data, and carpet installation instructions to customer prior to installation.

7. Contractor shall move furniture.

PERFORMANCE REQUIREMENTS:

Air Force Carpet Program: All carpet installation shall comply with the Air Force Carpet Program

(https://usaf.dps.mil/sites/aficc/afcc/aficc/affcc/sitecollectiondocuments/carpet/carpethomepage.aspx), using the carpet ordering guide and one of the seven contracts awarded for materials. The AF Carpet program includes modular carpet tiles, roll goods, walk-off tiles, and adhesives. Installation will be managed by local installers.

Measurements: The contractor shall be responsible for measuring and verifying the area and perimeter of all spaces receiving carpet tiles, cove base and floor transitions.

Product Data: Submit 2 copies of manufacturer's full technical data and installation instructions for the carpet, cove base and transition selections. Contractor shall submit physical samples to customer for approval prior to installation.

Requirements:

1. Furniture. Furniture will be moved and returned to original location by contractor. Government personnel will be responsible for moving computers, personal items and easily broken items. Heavy filing cabinets, lockers, safes and other like items will be emptied or moved by government personnel.

2. Carpet Selections. The contractor shall contact and work with one of the vendors listed below to choose one of the 7 carpet tile choices listed in Table 1. Vendor contacts listed on pages 4 and 5. The product shall be the moisture proof thermoplastic hard or thermoset backing option with a maximum thickness no greater than 0.250”

3. Carpet Removal and Disposal. In accordance with EPA guidelines to reduce land filling, provide for carpet and carpet installation waste handling in the project’s overall waste management plan. When feasible, all carpet and carpet installation waste disposal should require a certification that the products were not deposited in a landfill. There are carpet reclamation centers in most major cities. Other sources for carpet reclamation can be found by contacting the carpet manufacturer/provider for their reclamation/recycling options. a. Carpet: The contractor shall remove and dispose of carpet indicated on floor plans without disturbing the surface underneath.

b. Carpet adhesive removal: The contractor shall completely remove existing carpet adhesive in all areas receiving new carpet.

c. Cove base and transitions: The contractor shall remove and dispose of existing rubber base in areas receiving new carpet.

4. Installation:

a. Contractor Qualifications: All work shall be performed by Certified Floor covering Installers

(International Certified Floor covering Installer Association) or manufacturer’s approved installers. Foremen on the jobsite shall be “Certified C-II Minimum.”

b. Warranty: For warranties to be valid, all carpet shall be installed in accordance with the installation guidelines set forth by the manufacturer and/or the minimum guidelines set forth in

CRI 104-2002, Standard for Installation Specification of Commercial Carpet, and CRI 105-

2002, Standard for Installation of Residential Carpet.

c. Samples: The contractor shall inform the contracting office which carpet is selected for installation and provide a sample.

d. Carpet: The contractor shall work with one of the vendors listed under General Information and install the carpet tile choice (or approved equal) in the areas indicated.

e. Cove base: Install resilient rubber cove base, (0.080” thick, 4” high, Flexco, or approved equal to leave a clean professional appearance) in areas where carpet has existing rubber cove base installed. Color to be determined. Contractor shall provide samples of cove base in a complimentary color once carpet is decided.

f. Transitions: The contractor shall install transitions in all areas where there is a change in floor type or carpet height. Transitions shall match or compliment cove base. Color to be determined.

Contractor shall provide samples of transitions in a complimentary color once carpet is decided.

g. Additional material: The contractor shall provide 15% of extra carpet tiles above the amount installed. These will be given to the customer.

5. Doors: After carpet installation is complete, the contractor shall ensure that any doors affected by the project can open and close properly.

6. Cleaning: After carpet and installation is complete and prior to furniture reinstallation, the contractor shall remove all debris, scraps, and any other foreign matter. Contractor shall remove any spots or adhesive from the carpet or adjoining surfaces, to include walls, clip any protruding face yarn and vacuum the entire work area to leave a clean and professional site.

7. PERFORMANCE PERIOD: Shall not exceed 30 days from receipt of all material.

WORK HOURS: Work shall be performed during normal hours 7:00 am – 4:00 pm central time throughout the week Monday thru Friday. Weekend days Saturday & Sunday may be available if scheduling permits.

VACATING ROOMS: Furniture shall be moved by contractor and returned to original location after installation is complete. A POC will be assigned to coordinate scheduling and relocations.
