About this opportunity

The Department of the Air Force Air Combat Command is seeking a contractor to perform comprehensive upgrades and cleaning services at the 20th Intelligence Squadron facility located at Offutt Air Force Base. The solicitation requires replacing degraded and obsolete Excel 5000 series controllers in the B301 space, which includes full programming, graphics updates, and replacement of associated control components that are no longer being manufactured. The project aims to address critical control system failures and improve operational reliability. Potential contractors must submit their offers by 17 March 2025 at 10:00 AM CST, with a mandatory site visit scheduled for 6 March 2025 at 1:00 PM CST. All prospective offerors must complete an NCIC Screening and Pass Request by 10:00 AM CST on 03 March 2025 to gain base access, and any questions regarding the solicitation must be submitted by 10 March 2025 at 10:00 AM CST.

The solicitation is designated as a Total Small Business set-aside and focuses on a comprehensive ductwork cleaning project covering approximately 30,000 square feet of interior space. The cleaning will include supply, return, and exhaust ductwork systems, air grills/vents, and Air Handling Units (AHU-2, 4, & 5) serving the west secure area, break room, and 820th office area. The primary objective is to remove accumulated dust, debris, and grime to ensure a safe and healthy working environment for Air Force personnel. The place of performance is Offutt Air Force Base in Nebraska, with the work to be conducted in the B301 building. Contractors will be expected to follow the detailed Performance Work Statement and comply with all environmental and safety regulations specified in the solicitation documents. While specific award values are not explicitly stated, the project involves critical infrastructure improvements and thorough cleaning services for a sensitive military intelligence facility.

Amendment 0001 - The purpose of this amendment is to add 20 supporting documents to include drawings, specifications, Q&A, and site visit sign in sheet. See Attachments/Links information for full list of items.

This scope of work is to provide replacement of degraded and obsolete Excel 5000 series controllers at the B301 20th IS space, which are at their end of service life, and full programming of those replacements, including graphics. This project shall also replace several associated control & operation components. The controller series is obsolete, and replacement parts are no longer being manufactured, which causes extreme delay times and often emergent upgrades for repairs.

Additionally, this scope of work shall provide cleaning of the interior surface of the entire supply and return ductwork system serving the west secure area of the 20th IS offices in B301, as well as the break room and 820th office area. Total estimated area is ~30,000 sq ft. Additionally, this project shall clean the surface of the air supply and return and exhaust grills/vents and the interior of the Air Handling Units serving those sections (AHU-2, 4, & 5). The intent of this project is to remove dust, debris, loose particulates, and adhered grime that have accumulated over the years and continue to provide a negative impact to building personnel. The supply and return and exhaust ductwork being in safe and healthy condition is critical for the health and safety of the Airmen working in the building.
