Performance Work Statement Project Title: Replace degraded Excel 5000 series controllers at B301 20th IS NextGen Work Task #: 15320719 & 15759486
1. Objectives:
This scope of work is to provide replacement of degraded and obsolete Excel 5000 series controllers at the B301 20th IS space, which are at their end of service life, and full programming of those replacements, including graphics. This project shall also replace several associated control & operation components. The controller series is obsolete and replacement parts are no longer being manufactured, which causes extreme delay times and often emergent upgrades for repairs. These controllers serve top priority mission critical functions housed within this area.
The existing controls that need to be replaced consist of the following:
· Controls for AHU-1 & AHU-3 located in the 20th IS East Mech Rm area that need to be replaced
· 4 EA Honeywell pneumatic zone damper actuators model
· 2 EA HW actuators & valves - Honeywell model
· AHU supply & return air temperature sensors
· 2 EA XL 500 controllers
· 4 EA pneumatic damper actuators (Supply, Return, Fresh Air (Mixed), Relief), each currently supplied for 30 psi pneumatic air
· Controls for AHU-2, 4, & 5 located in the 20th IS West Mech Rm area that need to be replaced
· 2 EA XL 500 Controllers
· 2 EA HW actuators & valves - Honeywell
· AHU supply & return air temperature sensors
· 7 EA pneumatic damper actuators (Supply, Return, Fresh Air (Mixed), Relief), each currently supplied for 30 psi pneumatic air
· 2 EA Honeywell pneumatic zone damper actuators
· 5 EA Honeywell electronic zone damper actuators
· Additionally, scope shall include removal of humidifiers at AHU-4
· Additionally, scope shall include replacement of CW & HW coils at AHU-4 The identified controller replacements shall be of like capacity in the Honeywell Tridium N4 product line. Replacement components such as valves, actuators, and sensors shall be compatible with the new controllers and of like capacity & function to the existing components, but do not need to be a particular brand. All pneumatic damper controls and missing damper controls must be converted to new electric actuator control. Database and programming information shall be migrated from the old controller units to the new units as part of this project. The BMS (Honeywell EBI) graphics shall be updated to match all changes done.
Additionally; this scope of work shall provide cleaning of the interior surface of the entire supply and return ductwork system serving the west secure area of the 20th IS offices in B301, as well as the break room and 820th office area. Total estimated area is ~30,000 sq ft. Additionally, this project shall clean the surface of the air supply and return and exhaust grills/vents and the interior of the Air Handling Units serving those sections (AHU-2, 4, & 5). The intent of this project is to remove dust, debris, loose particulates, and adhered grime that have accumulated over the years and continue to provide a negative impact to building personnel. The supply and return and exhaust ductwork being in safe and healthy condition is critical for the health and safety of the Airmen working in the building.
The existing supply, return, and exhaust ductwork consist of several sizes and types of ductwork running throughout the 20th IS. In general there are several main branches of supply and return lines from three air handlers. Ductwork is located both above false ceiling and throughout open areas. Access to the AHUs are through the mechanical room outside the office areas, access through a different portion of the facility. Ductwork sizes range from ~72”x24” near the Air Handlers to 6”-12” in diameter/square on the distribution lines. Distribution lines consist of both rigid metal and flex-duct. Access points exist at the AHUs and at each supply and return vent. Any service openings needing to be created for performance of the work shall comply with ACR 2021 Section 4.2.
The identified requested service is to provide cleaning of the interior of the identified ductwork. Cleaning of the entire ductwork system to remove dust and loose particulates must be performed. Cleaning and sanitizing of the supply and return vent/grills surfaces must also be performed. The work as performed must comply with ACR 2021 standards and NADCA recommendations. Throughout the cleaning process the HVAC system and associated air duct shall be kept at an appropriate negative differential pressure relative to the indoor non-work area. When utilizing vacuum collection equipment exhausting indoors it shall be HEPA-filtered and be capable of retaining dislodged debris. All equipment used to create negative duct pressurization that does not have HEPA filtration shall be exhausted outdoors. Cleaning methods for the interior of the ducts, vents and grills, and Air Handlers shall be performed per ACR 2021 Section 4. This work shall include cleaning of any in-line blowers or coils. The work shall include preparation of the work area to protect furnishings from dirt or damage, and cleanup of the work area after duct cleaning to remove any mess created.
The contractor shall furnish all material, labor, transportation, equipment, special tools, expertise, supervision, and services requested to fulfill the requirements of this contract. All task specifications of this Statement of Work will herein be referred to as “requirements”. No alterations, additions, or deletions shall be made unless by prior approval of the government Project Manager and the government Procuring Contract Officer (PCO). The work shall conform to the most current applicable NFPA, IMC, IPC, and AFI, ETL, NEC, and Unified Facility Criteria Standards. Work shall conform to cybersecurity standards per DAFGM 2022-32-01 and UFGS 25 05 11. Work shall be completed in a neat, substantial, and competent manner.
The contractor shall perform quality assurance activities that conform to the quality assurance processes outlined in International organization of Standards (ISO) 9001, Quality Management Systems. The Contractor shall use SOW requirements, ESE-SIT-0001, AFI 31-101, and Original Equipment manufacturer (OEM) guidelines to evaluate whether or not the equipment and systems are being installed and integrated properly.
During construction the Government will occupy the existing facilities. The contractor shall not restrict nearby pedestrian or vehicular traffic and shall coordinate with the Contracting Officer’s Representatives to facilitate usage. The Contracting Officer’s Representatives shall be notified not less than 15 calendar days in advance of any interruptions in building utilities / services, which will be described in writing.
2. Requirements
1. The Contractor shall provide full replacement of the controllers and all required interfacing components as listed in the Objectives.
2. The Contractor shall replace the CW and HW coils in AHU-4 and remove the humidifiers as listed in the Objectives.
3. The Contractor shall provide air balancing for all 5 air handlers.
4. The Contractor shall provide complete transfer of the database / control scheme, and/or complete programming of the new system to match existing conditions.
5. The Contractor shall coordinate with the Government for installation and programming of the new system.
6. The Contractor shall provide proof of 3 years’ experience cleaning ductwork.
7. The Contractor shall specify plans and process in accordance with the drawings and any site visit to describe in their proposal how the requirement shall be fulfilled.
8. The Contractor shall attend a post award site visit before work may begin, if a pre-bid site was not attended.
9. Duct cleaning and controls work shall be accomplished during a time coordinated with the 20IS facility Management Office, Mon-Fri 0800-1600.
10. The Contractor shall prepare the work areas to protect furnishings as needed.
11. The Contractor shall move furnishings as needed to access the ducts, coordinating with the project manager and space users to ensure no vital equipment is disturbed.

13. The Contractor shall sanitize the coils, blowers, and grates/vents in the work area.
14. The Contractor shall perform duct cleaning in the area.
15. The Contractor shall replace filters in the AHUs after cleaning work is complete.
16. The Contractor shall patch the hole in the make-up air ductwork on AHU-5.
17. The Contractor shall perform cleanup of the work area of any mess created by the Contractor after duct cleaning is complete.
18. The Contractor shall put back any furnishings moved for performance of the work.
19. On-site CE shop personnel will provide coordination for needed system operation to allow the cleaning and the controls work. The Contractor shall provide all required lock-out-tag-outs.
20. The Contractor shall utilize electric equipment. No gas or fuel-powered equipment shall be used indoor except to transport to the work site. With Government coordination, the Contractor shall safely make any necessary hookups to allow power to their equipment and shall restore the configuration to the original state when complete.
21. The Contractor shall provide testing of the new control system to ensure proper operation of all equipment, components, and system on both an individual level and within the designated control sequence of operation. This shall include full mechanical balancing of the ventilation systems.
22. As part of the controls upgrade, the Contractor shall ensure that machine-readable data structured formats (e.g, CSV, RDF, XML, JSON) are used to enable maximum data collection, centralization, and integration.
23. The Contractor shall provide a list of deficiencies they notice during the course of the work that are on the equipment they’re installing controls on, so that the Government can initiate corrections as required.
24. The Contractor shall ensure data interconnectivity capability for secure communication protocols in the upgraded control system (e.g., SSH File Transfer Protocol (SFTP)).
25. The Contractor shall ensure data security through use of industry best practices (E.g., encryption, firewalls, ect) during the installation of and in the execution of the upgraded controls system. This shall include.
26. The Contractor shall provide at least a 1-year warranty on all labor and materials.
27. The Contractor shall clean up and dispose of all removed equipment and project waste from the replacements, as well as any trash generated from the work. Refuse shall be disposed of off-Base in accordance with Offutt AFB Environmental Special Conditions section 01 57 19.
28. Contractor shall provide Make, Model, Serial, and MAC address to the Government so an IP Address can be assigned, then the Government can start the process to get network connectivity to the building interface.
29. Contractor is responsible for coordinating with Honeywell to ensure the underlying software system has enough “Points” for the system to operate all of the controllers accurately.
30. The Contractor shall be responsible for repairing any damage to Government property resulting from contractor activities, assuring the property is returned to its original or better condition.
31. The Contractor shall turn all XL500 controller and any IP addressable devices over to the government at the end of the project.
32. The contractor is responsible for having a fully functional control system at the end of this project. If there are any controller not on this list that may need to be replaced a modification can be done to accomplish it.
33. During the performance of this contract the Contractor is required to identify any additional unknown controllers to the COR. Controllers or controls that were not identified by the Government may be added to this contract via modification.
34. During the performance of this contract the Contractor is required to identify anything that is broken in the HVAC and air handling systems to the COR. The broken equipment which the Government is unaware of but needs to be replaced/fixed for the HVAC system to operate correctly may be added to this contract via modification.
35. The Government states that the provided list of controllers and components may not be 100% accurate as the buildings have all been modified over the years. Modifications may be performed to incorporate as-found conditions if needed.
36. Contractor shall provide export tables for each system.
37. Contractor shall provide all of the JACE makes, models, serial numbers, and MAC addresses within 30 days of contract award.
38. The Contractor shall be responsible for broken ceiling tiles and the Government will provide the ceiling tile manufacturer and model information to the Contractor upon request.
39. The Contractor shall provide the following when work is complete:
· Copies of operator, administrator, and maintenance manuals for newly installed systems and equipment
· Copies of the system topology, hardware/software inventory, and configuration
· Training and associated materials and any third-party validation/standardization testing results for the new system or system equipment
40. The Contractor shall adhere to all following requirements for cyber security compliance:
· The Contractor shall provide a copy of the maintenance/installation service record to the Government ISO for all work performed on-site, detailing the work done on the control system.
· Only Government-owned assets (or GFE) may be connected to control systems and control systems networks. If required by emergency, the Government BCE may authorize temporary use of Contractor-owned assets when GFEs are not readily available or no other reasonable alternative exists.
· If Contractor-owned assets are used in place of GFEs, the Contractor shall follow Government processes for activity logging and malware/virus scanning of their equipment.
· At the beginning of a job the Contractor shall have the Contractor-owned asset scanned by the Government for malware and viruses before being connected to any Government control system. Any unnecessary features such as Bluetooth or WiFi or specific software programs shall be removed or turned off for the duration of the work as required by security protocol.
· If the Contractor-owned asset is taken off-Base or connected to the internet at any point during the job, the Contractor shall bring the asset in for re-scanning before connecting again to a Government control system.
· The Contractor shall bring the asset to be scanned at the end of the job. Any program backups must be made before or at this time, and residual control system information and programs related to the specific job removed from the asset at that time.
· If the job lasts more than 3 months and scanning is otherwise not done during that time, the asset shall be brought in for scanning once every 3 months.
· When the Contractor-owned asset is not in use, it shall be stored in a locked location such as a job box in accordance with CUI storage requirements, inside a specific lockable container just as a file cabinet. The storage container shall have access granted to limited personnel on a needed basis only. The Contractor shall keep an accountability log of the use of the asset, including name and date of usage. The Government may request review of the accountability log at any time.
· On-site work using a Contractor-owned asset connecting to Government control systems shall be conducted using the following procedures:
· Maintain cybersecurity practices and procedures required for NIPRNet machines
· Other than as described above, NO removable media may be connected to a control system or a control system network
· Contractor activity on Government control systems shall be logged in the AF 1109 form maintained by the ISO. The Contractor shall report to the Project Manager (or alternate) at the beginning of the work day all personnel who will be connecting to Government Control systems that day, and shall notify the Project Manager when work is complete at the end of the day so that the Project Manager may log them in the AF 1109 accountability form.
· On-site work using a Government-owned asset shall be conducted using the following procedures:
· Maintain cybersecurity practices and procedures required for NIPRNet machines when using Government-owned assets
· Download a digitally-signed or hashed software from trusted authoritative sources to a CD/DVD
· Scan the CD/DVD on a computer that has scanning signatures to verify it is malware-free
· Insert the CD/DVD into a government-owned asset to perform the maintenance activity
· After performing the work, sanitize the CD/DVD media to ensure it cannot be used in another device per AFMAN 17-1301 para 5.2
· Other than as described above, NO removable media may be connected to a control system or a control system network
· Government assets shall be checked out and scanned according to Government processes and procedures. Contractor activity on Government control systems shall be logged in the AF 1109 form maintained by the ISO.
3. Security Requirements:
All contractors must be US citizens and must be able to successfully pass a background check using NCIC to obtain base access. Upon arrival at the 20 IS, contractors will not be allowed to bring cellular phones, smart watches, headphones, air tags, tablets, cameras, e-cigarette or vaping devices, thumb drives or any other electronic devices into the facility. All tools, equipment, and bags are subject to search upon entry of the 20 IS.
