This is a firm-fixed-price, best-value procurement requiring prime contractor eligibility based on direct operational control or ownership of the primary conference venue; standalone event management firms without venue ownership will be deemed non-responsive.

Place of performance is Washington, DC. The NAICS code is 531120, Lessors of Nonresidential Buildings, with a $34 million small business size standard. The PSC is X1AB, Lease/Rental of Conference Space and Facilities.

Required capabilities include general session space for up to 2,000 attendees with live streaming and five hardwired high-speed internet connections; three to ten concurrent breakout session rooms; comprehensive audiovisual systems with pre-event acoustic assessments and backup equipment; digital recording of all general sessions and selected breakout sessions in MP4 format delivered within 48 hours; wireless internet supporting 3–5 Mbps per attendee with minimum 2,000 concurrent device capacity and a separate staff SSID with 200 Mbps minimum aggregate bandwidth; exhibit space for 500–1,500 standing attendees with 15–20 demonstration tables and six high-top tables; registration space designed for 300+ arrivals per hour; three secured administrative office spaces with Wi-Fi and electricity; janitorial services with hourly restroom servicing during peak periods; on-site security personnel; light beverage service at three stations during breaks; and accessible food and beverage retail options within one-quarter mile. All services must comply with ADA and Section 508 accessibility standards.

Quotations must include a cover letter with SAM.gov registration verification, a technical proposal (maximum 20 pages) addressing technical approach, past performance (minimum one to three references), and concessions or value-added enhancements, and a price quotation (maximum five pages) in detailed firm-fixed-price format.
