About this file
This file is a Question and Answers (Q&A) document for Solicitation 91003126Q0030, Amendment 0001, addressing 76 industry questions regarding the 2026 Winter Federal Student Aid Training Conference (FSATC). The government clarified key requirements for hosting a three-consecutive-business-day conference expected to accommodate 5,000 attendees, with lodging capacity supporting up to 7,000 participants. The prime contractor must demonstrate direct operational control or ownership of the primary venue, though partnerships with hotels and other service providers within one-quarter mile are permitted. The anticipated room block totals 17,310 nights, consisting of 16,700 nights for general public attendees (with 30% minimum doubles) and 610 nights for government employees (single rooms only), all individually billed and self-paid by attendees. The conference can be held at any continental United States location meeting technical, lodging, meeting space, and accessibility requirements, with no penalty for venues outside preferred FSA regional office cities.
The procurement is a firm-fixed-price (FFP) single award covering the full scope of conference facilities, lodging coordination, food and beverage services, audiovisual production, transportation, and event management. Key requirements include providing theater-style seating configurations, recording all general sessions and up to 10 selected breakout sessions with 48-hour MP4 delivery, light refreshments (coffee, tea, snacks) for breaks only with attendees funding their own meals, administrative office spaces with electricity and WiFi secured overnight, and hotel-to-venue shuttle service for properties beyond one-quarter mile. The evaluation basis is Best Value, with non-price factors significantly more important than price. The government will not provide an Independent Government Cost Estimate, historical pricing, or prior contract values. All proposed subcontractors and vendors must be identified with fully incorporated costs in the FFP quotation, and the prime contractor must coordinate directly with the Department of Education's Contracting Officer's Representative for any changes or additional services required during the event.

2. Question: Are they able to shift 1 day? We don’t have setup time on Monday 12/7 available, but rather starting on Tuesday 12/8 with show days 12/9-11.
Response: We could possibly shift Day 1 if necessary, provided that the actual “show days” are three consecutive business days (i.e., Monday through Friday) during the primary or alternate weeks we require.
3. Question: Could you confirm whether a lodging and venue sourcing coordinator may submit with a qualified conference venue, hotel group, and experienced event-management partner, or whether the prime contractor must directly operate the primary venue?
Response: For this solicitation, the prime contractor must demonstrate direct operational control or ownership of the primary venue being proposed. While a prime contractor may utilize a lodging and venue sourcing coordinator, a hotel group, or an experienced event-management partner for supporting services, the core responsibility and direct operation of the primary conference venue must reside with the prime contractor. Accordingly, any associated subcontracting plan and/or teaming agreement shall clearly delineate the roles and responsibilities of each party.
4. Question: Could you also clarify whether partnering hotel properties within one-quarter mile may collectively satisfy the lodging requirement, the anticipated government-paid room block versus attendee self-pay reservations, and how the seven-year comparable event-management requirement is evaluated within a teaming arrangement?
Response: (A) Partnering with hotel properties within one-quarter mile may satisfy the lodging requirement. (B) Room blocks for both staff and attendees are individually billed and self-paid. See response above to Question 1 regarding room blocks/reservation needs. (C) See response to Question 20.
5. Question: I wanted to confirm whether those locations are preferences only, or if other CONUS locations such as Las Vegas would also be considered acceptable.
Response: Las Vegas, Nevada is an acceptable location for the Federal Student Aid Training Conference, provided the venue can meet the conference’s requirements regarding technical capabilities, lodging, meeting space, and accessibility. We will consider any venue within the continental United States that is able to accommodate the size and scope of the conference.
6. Question: I wanted to reach out regarding the 2026 Winter Federal Student Aid Training Conference (FSATC) and see if you have any sleeping room needs for the event.
Response: See response above to Question 1 regarding room blocks/reservation needs.
7. Question: The solicitation is marked Unrestricted in Block 10, yet FAR 52.219-14, Limitations on Subcontracting, is listed among the clauses incorporated by reference. Please confirm whether this clause is intended to apply to this acquisition. If it does apply, please advise how the self-performance requirement should be calculated given the CLIN structure, including lodging, space/parking/security, AV/production, and light refreshments, which together represent substantial portions of the total contract value for an event of this scale.
Response: As this is an unrestricted acquisition, the inclusion of FAR 52.219-14, Limitations on Subcontracting, does not apply. This clause will be removed from the solicitation.
8. Question: Please confirm whether we may propose a non-employee consultant as the named Project Manager for this RFQ, provided we remain the prime contractor and sole offeror responsible for contract performance and Government communications.
Response: You may propose a non-employee consultant as the Project Manager. The SOW requires the contractor to assign a Project Manager who will serve as the primary point of contact and oversee all coordination and execution activities. The solicitation also states the Government will evaluate the suitability and experience of the proposed Project Manager. As the prime contractor, you remain fully responsible for contract performance, including performance of any subcontractors.
9. Question: Seating configurations (Section 3.1.1): The SOW specifies attendee capacities but does not state the seating configuration for any space. For accurate space planning and pricing, can FSA indicate the intended set for the general session (e.g., theater, classroom, or rounds) and for the breakout rooms? Configuration materially affects the floor area required, the venue's ability to hold the stated capacities, and AV — a room's capacity in banquet rounds or classroom is substantially lower than in theater.
Response: For the purposes of submitting a quote, please assume all rooms will be set theater style. As stated in the SOW in section 6.0 - Government Furnished Information, FSA will provide more specific details regarding floor layouts 30 days prior to the event.
10. Question: Attendee power / charging (Sections 3.1.2, 3.1.4, 3.1.5): The SOW specifies dedicated power only for demonstration tables, high-top tables, and the registration area. It does not address power at attendee seating. Does FSA require power or charging access at attendee positions in the general session or breakout rooms — for example, powered tables for laptop use during training sessions — or is attendee device charging not a venue requirement? This materially affects AV, electrical, and seating-configuration pricing, since powered attendee tables generally require a classroom set rather than theater.
Response: Power needs identified in sections 3.1.2 and 3.1.5 are specifically and solely for use by conference staff to support conference logistics needs. Only section 3.1.4 - Exhibitor and Demonstration Area specifically mentions power needs for attendees.
11. Question: The SOW (Section 5.0) lists preferred cities with FSA regional offices but states location within CONUS near a major commercial airport and public transportation as the requirement. Will FSA consider proposals in a non-preferred CONUS city — such as any OCONUS city — where the venue fully meets the space, airport-proximity, and transit requirements and offers demonstrable cost savings? Will such proposals be evaluated without penalty for being outside the preferred-city list?
Response: FSA will consider all quotations that meet our requirements in any CONUS city. All quotations will be evaluated and considered without penalty, even if outside the preferred-city list.
12. Question: Preferred Locations (Section 5.0): The SOW identifies cities with FSA regional offices as preferred. To help us structure the most cost-effective proposal, could FSA clarify whether this preference is driven primarily by reduced travel and lodging costs for FSA personnel already located in those cities, or by other operational factors? Additionally, will FSA consider proposals in a non-preferred CONUS city that meets the airport-proximity and transit requirements, where the offeror can demonstrably reduce the government's total cost — including, for example, by providing complimentary sleeping rooms for FSA conference-management personnel to offset their travel lodging? We want to ensure any such proposal would be evaluated on total cost to the government without a location-based penalty.
Response: See response to Question 12.
13. Question: The SOW requires hotel-to-venue shuttle for lodging beyond a quarter-mile, but is silent on airport transfers. Does FSA want the contractor to provide airport shuttle service, or do attendees arrange their own airport transport on per diem? If airport service is desired, for all attendees or scheduled windows on peak arrival/departure days only?
Response: FSA does not expect the contractor to provide airport shuttle service, only hotel-to-venue shuttle service for lodging beyond a quarter mile. However, this service may be included as a Value-Added Enhancement.
14. Question: Should transportation be priced as a separate CLIN, or folded into overall logistics?
Response: Transportation should be included within the "Core Event Management" (CLIN 0001) or other relevant CLINs. The solicitation does not provide a separate CLIN for transportation.
15. Question: The SOW describes reservation links and tracking — confirming lodging is individually self-paid by attendees at per-diem, with the contractor coordinating the block rather than master-billing or guaranteeing room-nights. Is that correct?
Response: Hotel rooms will be individually billed and self-paid by attendees, with the contractor coordinating the block.
16. Question: Is there an expected minimum room-block size the contractor must secure, or is it demand-driven off registration?
Response: See response above to Question 1 regarding room blocks/reservation estimated needs.
17. Question: Attendance is stated as 5,000–7,000. For space and capacity planning and pricing, what firm number should offerors design and price to?
Response: Up to 5000 attendees. See revised Attachment 1 – SOW.
18. Question: Session recording with 48-hour MP4 delivery — is this all sessions (general + all breakouts), or general session and select tracks only?
Response: The contractor shall record all General sessions and selected breakout sessions in full using digital video recording equipment. Up to 10 breakout sessions will be required to be recorded. See revised Attachment 1 – SOW.
19. Question: Is this a single award for the full venue+lodging+logistics scope, or does FSA anticipate separate awards? Can the venue and lodging be at partnered locations under one prime?
Response: The Government anticipates making a single, firm-fixed-price award for the entire scope of the requirement. The SOW allows for partnering arrangements, stating a preference for a conjoined lodging and conference venue, but allowing for partnering arrangements with sites within one-quarter mile of the conference venue.
20. Question: For the Project Manager experience requirement (Section 7.0) — will FSA accept documented experience managing large, complex conferences of comparable scope where attendance was below 7,000, or is 7,000+ attendee experience a firm minimum?
Response: Yes, FSA will accept comparable experience. FSA will evaluate and accept documented experience managing large, complex conferences of comparable scope, logistical complexity, and magnitude, even if the total attendance was below 7,000. Offerors should clearly articulate in their submission how the proposed Project Manager's prior experience aligns with the overall complexity and specific requirements outlined in Section 7.0. See revised Attachment 1 – SOW.
21. Question: If a hotel wishes to submit a proposal directly, must the hotel itself be in Active Status on SAM.gov?
Response: Yes. All offerors (i.e., prime contractor) must have an active registration on SAM.gov at the time of quotation submission. Volume 1 of the quotation submission requires a cover letter and documents that verify active registration with SAM.gov.
22. Question: If a third-party submits a proposal, are there any specific requirements, such as a teaming agreement or other supporting documentation needed?
Response: Subcontract Management Plan (Required ONLY if the quoter is teaming or otherwise subcontracting with a hotel for meeting space and sleeping rooms; NOT required if the quoter is the hotel being proposed for majority of the meeting space and sleeping rooms) – close coordination between the U.S. Department of Education’s (ED) in-house event planners and the hotel is required, especially during the event. The quote shall provide details on how the offeror will coordinate and communicate with ED, the hotel, and any other identified subcontractors, such as an AV provider. If the quoter is not a hotel, the quoter shall provide a summary description of the management control system that will be used to plan, schedule, budget, manage, and report the accomplishments of this requirement. The plan should include procedures for effective management of project resources, procedures for controlling the quality of services delivered, and procedures for early identification of potential problems in carrying out delivery of services.
23. Question: If a third party is utilized, I assume the tax-exempt requirements would not apply. Or maybe could in a teaming agreement scenario?
Response: The federal government’s constitutional tax-exempt status is sovereign and cannot be delegated to third-party contractors, subcontractors, or teaming partners. If a third-party contractor purchases goods, coordinates lodging, or rents venues in their own name to perform this contract, they are legally the buyer. Consequently, they must pay all applicable state and local sales taxes.
24. Question: If a conference center submits a proposal in partnership with a hotel, would the hotel be able to charge cancellation and attrition? Or not as you would need Individual pay hotel room block links? Hotel in this case would not need to be on SAM.gov.
Response: All terms and conditions, including any cancellation or attrition fees, are subject to negotiation. While the solicitation states a preference for no cancellation/attrition, any such proposed terms should be clearly detailed in your quote for evaluation. The prime contractor is the sole entity required to be registered in SAM.gov.
25. Question: For both meeting space and or guest room blocks, are cancellation and attrition provisions negotiable, or are there specific requirements that must be included in any proposal? I’m assuming no cancellation/attrition is preferred.
Response: See response to Question 24.
26. Question: Are you able to provide a night-by-night breakdown of the guest rooms required over the conference dates? And is there some performance history to support the request of 7,000 (?) guest rooms on the park nights?
Response: See response above to Question 1 regarding room blocks/reservation needs, which reflects past performance as well with a 10% variance.
27. Question: Is there a space grid of some sort demonstrating the event space required, specifically as to the days/dates? I am understanding the actual meeting days are Monday - Friday and can imagine that some setup days will be needed, especially for the general session of 7,000 guests and the demonstration space.
Response: The actual event will span 3 consecutive business days (i.e., Monday through Friday). FSA requires 1-3 pre-event day(s) for setup and a pre-event walk-through.
28. Question: This statement is made in the SOW: • "Space for administrative offices and registration operations, with size and configuration to be proposed by the venue in coordination with FSA requirements.” I do not see any office requirements listed, nor the days for which they are required.
Response: Updated SOW, section 3.1.7 - Administrative Office Areas: One to three spaces for administrative offices will be required for the duration of the event (3 consecutive business days). The spaces must have access to electricity and wifi, arranged with round tables and seating for up to 50-70 people. The spaces must be able to be secured overnight. The administrative office spaces must be located onsite at the venue, and must be able to be secured overnight.
29. Question: Section 3.1.2 requires the venue to provide AV systems, but does not quantify the number of microphones, projectors and screens required. A general session alone, depending on how elaborate the staging, could require multiple screens, lighting, production and microphones. Our in-house provider most certainly can meet any requirements, but determining pricing will not be possible without more detail.
Response: See revised Attachment 1 – SOW for the estimated AV equipment quantities. Offerors should base their pricing on these provided estimates. Please note that these figures are estimates only. Specific production details and any additional AV requirements will be subject to negotiation and formalized after contract award as the event agenda develops.
30. Question: Of the list provided of locations of the headquarters, is there a preference for the city?
Response: FSA will consider all quotations that meet our requirements in any CONUS city. All quotations will be evaluated and considered without penalty, even if outside the preferred-city list.
31. Question: If Atlanta is selected would the GWCC be a suitable option to host the conference?
Response: If the GWCC can meet our requirements, FSA will consider their quotation.
32. Question: How many overflow hotels would be allowed to accommodate the number of rooms requested for attendees and what is the maximum distance would be allowed?
Response: There is no limit to the number of overflow hotels provided that the contractor meets our requirements that the hotels be within a one-quarter mile radius, and/or that the contractor provide hotel-to-venue transportation for hotels beyond the one-quarter mile radius. FSA will consider all quotations that meet our requirements.
33. Question: Is there a preferred hotel or loyalty to a hotel brand?
Response: There are no preferred hotels/brands. FSA will consider all quotations that meet our requirements.
34. Question: I understand that you’ve requested 2 separate booking links for your attendees and staff. Will you provide a room breakdown (need for kings , doubles, rooming lists, upgrades) or will it just be ROH?
Response: FSA requires that staff (government employee) rooms be single rooms, and that at least 30% of the attendee rooms be doubles.
35. Question: For your VIP and staff meeting rooms would your preference to have those on property at the hotel?
Response: VIP and staff meeting rooms must be on property.
36. Question: Will you provide a rooming list and manifest for the hotel?
Response: FSA will not provide a rooming list or manifest for the hotel. Hotel rooms will be individually billed and self-paid by attendees.
37. Question: Confirming the room block would start the night before the meeting day start. Example the peak room block would start Monday, Nov 30th and the event starts Tues, Dec 1st?
Response: See responses to Question 1 and Question 2 above regarding room blocks/reservation needs, and event dates.
38. Question: If additional services or equipment are needed during the event, what is the approval process for authorizing those charges and applying them to the master account?
Response: All proposed changes during the event, along with their associated costs, must be coordinated directly through the designated Contracting Officer’s Representative (COR) for initial review and approval. Once coordinated, these changes will either be paid via Government Purchase Card (GPC) or formally authorized by the Contracting Officer via a contract modification before charges can be applied.
39. Question: Do you have an itemized planning form or budgeting template that outlines your meeting requirements, expenses, and service needs?
Response: The Government has not provided a specific itemized planning form or budgeting template. Offerors are required to submit their FFP quotation based on the CLIN structure provided in Section B of the RFQ.
40. Question: Beyond the conference itself, are you planning any ancillary events, such as receptions, VIP dinners, networking functions, or team-building activities?
Response: There are no ancillary events planned.
41. Question: We would also like to know if it would be possible to schedule a call early next week with you and our AV partner to review your audiovisual requirements in detail.
Response: To ensure that all quotations are treated equally, meetings with individual offerors will not be permitted.
42. Question: Please confirm that RFQ No. 91003126Q0030 is the governing solicitation and that the reference to 91003126R0005 within the Conflict of Interest provision is a template or typographical artifact.
Response: The governing solicitation number is 91003126Q0030. The reference to "Request for Proposal No. 91003126R0005" within EDAR 3452.209-70 Conflict of Interest Certification provision appears to be a typographical error and will be updated.
43. Question: The solicitation identifies NAICS 721110 (Hotels and Motels). Please confirm whether a professional event management firm may serve as the prime contractor by partnering with a qualified hotel venue. If so, may the hotel be proposed as a subcontractor or formal teaming partner?
Response: See responses to Question 3 and 22.
44. Question: Is there an Independent Government Cost Estimate, anticipated budget, funding ceiling, or historical cost range for the FSATC that may be shared to assist offerors in preparing pricing?
Response: The IGCE is for official government use only and will not be released to offerors. There is no stated funding ceiling, and no historical cost information will be provided for this procurement. Offerors should base their pricing, including any applicable discounts, on the requirements detailed in the solicitation.
45. Question: For CLINs 0002–0005, should offerors include the full anticipated cost of hotel services (space, AV, refreshments, and lodging), or should these CLINs reflect proposed rates and pricing schedules to be finalized after award?
Response: The Government anticipates making a single FFP award, as stated in Section B of the RFQ. Therefore, your quotation must include the full anticipated FFP for each CLIN. For lodging see response to Question 73.
46. Question: Will the Dept of Education pay vendors directly or will the Prime need to act as a passthrough and later be reimbursed?
Response: The Government will have a contractual relationship only with the prime contractor. The Department of Education will pay the prime contractor directly for all services provided under the contract. The prime contractor is then responsible for paying all of its subcontractors and vendors
47. Question: CLIN 0004 references Light Refreshments. Can you confirm if this means AM and PM Breaks (Coffee, Tea, Snacks) each day for 3 days total?
Response: Section 3.4.1 - Food and Beverage Services of the SOW outlines FSA’s requirements. Attendees fund their own meals individually.
48. Question: Please clarify whether the Government anticipates funding any attendee meals beyond light refreshments, or whether attendees are expected to purchase meals individually in accordance with federal conference policies.
Response: See response to Question 47.
49. Question: If other meals/receptions are required, please provide the meal type, number of attendees, and general requirements.
Response: See response to Question 47.
50. Question: Please clarify the expected secure delivery method for the required MP4 recordings.
Response: ED/FSA will provide either a secure file transfer link or a secure hard drive. If a hard drive is used, the contractor must provide a laptop with the files ready for transfer.
51. Question: Approximately how many concurrent sessions are expected to be recorded?
Response: Up to 10 breakouts will also be recorded, some of which may be concurrent. FSA will provide a list of breakout sessions that are required to be recorded prior to the event.
52. Question: Are closed captions, transcripts, Section 508-compliant captions, or other accessibility deliverables required in addition to the MP4 files?
Response: No additional accessibility deliverables are required in addition to the MP4 files.
53. Question: Please provide the anticipated room block needed by day, including shoulder dates.
Response: See response above to Question 1 regarding room blocks/reservation needs, which reflects past performance as well with a 10% variance.
54. Question: What was the actual room pickup (history) for the most recent in-person FSATC?
Response: The most recent full-scale FSATC in 2019 at the Reno-Sparks Convention Center (RSCC), saw an 86.1% actual room pickup rate.
55. Question: Is the contractor expected to assume any financial liability for attrition or cancellation damages associated with the room block?
Response: See response to Question 24.
56. Question: Is it acceptable if a percentage of the hotel properties are outside of the ¼ mile requirement.
Response: There is no limit to the number of hotels provided that the contractor meets our requirements that the hotels be within a one-quarter mile radius, and/or that the contractor provide hotel-to-venue transportation for hotels beyond the one-quarter mile radius. FSA will consider all quotations that meet our requirements.
57. Question: Do you require all meeting space to be concentrated at one convention center or can the headquarter hotel meeting space also be utilized?
Response: FSA prefers that all meeting/event spaces be concentrated at one location.
58. Question: Is the Government expecting the contractor to furnish all production equipment and labor, or will any AV equipment, production services, or government-furnished technology be provided?
Response: All production requirements, including equipment, labor, software, and any other ancillary resources or services, shall be provided by the Contractor, and applicable subcontractors, unless otherwise explicitly specified by ED/FSA.
59. Question: Is attendee registration managed by the Government, or is the contractor expected to provide registration technology, staffing, badge production, and onsite registration services?
Response: ED/FSA will manage registration.
60. Question: If the Government is managing registration, what platform is being used?
Response: ED/FSA will use Cvent to manage registration.
61. Question: Will exhibitor management, sales, logistics, and move-in/move-out coordination be the responsibility of the contractor?
Response: Exhibitor management will be handled by ED/FSA. The contractor will only be responsible for requirements outlined in 3.1.4 - Exhibitor and Demonstration Area in the SOW.
62. Question: Do all vendors (AV, Shuttle/Transportation, Promotional Items, etc.) have to be confirmed prior upon submission of the bid?
Response: You must have your key subcontractors and vendors identified and their costs fully incorporated into your fixed price. Your technical quotation must provide sufficient detail on how you will meet the requirements for AV, transportation, and other logistics for the Government to evaluate your approach.
63. Question: Will there be a separate budget for items not identified in the RFQ? i.e., Signage costs, Mobile App, Registration Platform?
Response: There will not be a separate budget for items not identified in the RFQ.
64. Question: What is the relative importance of price versus non-price factors?
Response: See RFQ Section F, Basis for Award, the solicitation states: “The basis for award will be Best Value. All evaluation factors other than cost or price, when combined, are significantly more important than price. As the difference in Offeror’s services become more equal, price and concessions will be the determining factor in the award decision.”
65. Question: Who was the incumbent contractor for the most recent in-person FSATC?
Response: The most recent full-scale FSATC was held in 2019 at the Reno-Sparks Convention Center (RSCC), in Reno, NV.
66. Question: Is the prior contract value publicly available?
Response: The Government will not be providing the contract value for any prior FSATC event as part of this solicitation.
67. Question: Would you be willing to accept AV bids from outside AV companies for this upcoming conference?
Response: The Department of Education will only accept complete, all-inclusive quotations for the entire scope of work outlined in RFQ No. 91003126Q0030. For clarity, multiple contract awards are not anticipated as a result of this solicitation. If you are an AV-specific vendor, we highly recommend establishing a teaming arrangement with a prime contractor responding to the full scope, as this collaboration would allow for a complete solution to be provided.
68. Question: Could you please confirm whether “similar size and complexity (i.e. >7,000 attendees)” should be interpreted as requiring prior PM experience on events with more than 7,000 attendees, or whether a candidate with 7+ years of conference and project management experience and documented lead roles on large in‑person events up to approximately 5,000 attendees could be considered to meet this requirement, as this event is for an expected 5,000-7,000 persons?
Response: See response to Question 20.
69. Question: The solicitation states that the 2026 FSATC is anticipated to attract approximately 5,000–7,000 attendees and that lodging should support attendance of up to 7,000 for the conference period. For planning purposes, does FSA have a working assumption within that range (e.g., a target or most likely attendance figure) that offerors should use when sizing lodging and meeting capacity?
Response: See response above to Question 1 regarding room blocks/reservation needs, which reflects past performance as well with a 10% variance. See revised Attachment 1 – SOW.
70. Question: Can you verify the total number of attendees for the last in person conference held by FSATC?
Response: The most recent full-scale FSATC in 2019 at the Reno-Sparks Convention Center (RSCC), hosted 4383 attendees.
71. Question: Relatedly, should we assume the contract will fund lodging for all attendee types (federal employees, federal contractors, and other participants), or only for certain categories (e.g., ED/FSA staff), with other attendees booking and paying independently?
Response: FSA expects the contractor to arrange lodging for all attendee types. All lodging will be individually billed and self-paid.
72. Question: The SOW requires lodging availability to support attendance of up to 7,000. How many total room nights does the government want guaranteed?
Response: See response to Question 1. See revised Attachment 1 – SOW.
73. Question: For hotel contracting, does the Government expect the contractor to:
a) commit to a minimum room block/pickup level with hotels (accepting some attrition risk), or
b) primarily secure rates and reservation links, with attendees booking individually and the contractor minimizing or avoiding financial attrition risk for unused rooms?
Response: Updated SOW (Section 3.3) to state: “Two (2) individual reservation links required: one for event participants and another for federal employees and contractors. Rooms for both staff and attendees are individually billed and self-paid.”
74. Question: For separate reservation links, does FSA have any planning assumptions regarding the approximate total number of federal employees?
Response: FSA anticipates between 50 and 150 federal employees/contractors, contingent on location of venue.
75. Question: Should offerors assume that lodging for federal attendees must be at or below applicable GSA per diem while non‑federal participants may be offered a separate conference rate?
Response: FSA expects that the contractor provide lodging for all attendees at prevailing government per diem room rate or discounted conference rate (for non-federal employees/contractors).
76. Question: The SOW requires food and beverage operations capable of serving up to 7,000 attendees within a 90‑minute peak period, with outlets in the event space, within the venue, and/or within one‑quarter mile. May nearby third‑party outlets within that radius reasonably count toward meeting this capacity requirement, or is the Government expecting most of this capacity to be provided within the selected venue/complex itself?
Response: FSA requires that the vendor confirm that there are food and beverage options readily available and in close proximity to the event space, suitable to accommodate up to 5000 attendees at peak times.
