The U.S. Geological Survey (USGS) is soliciting event planning and facilitation services for the 2026 National Water Data Training Workshop (NWDTW) through competitive Request for Quotation 140G0126Q0039. The procurement encompasses comprehensive event coordination support including hotel room block management, audiovisual equipment and support, airport and ground transportation services, meeting space coordination, Wi-Fi access, exhibit space management, and ancillary logistics for two distinct events: a four-day pre-conference planning session for approximately 18 attendees scheduled between mid-April and mid-June 2026, and a main workshop for approximately 300 USGS employees scheduled for July or August 2026. The contract is being procured under FAR Subpart 13 Simplified Acquisition Procedures with full and open competition using technical capability as the primary evaluation factor and price as the secondary factor, with award to be made to the lowest-priced technically acceptable quote. Critical deadlines include the response deadline of March 5, 2026, at 5:00 PM Central Standard Time, with an anticipated award date of February 20, 2026. The original solicitation indicated no small business set-aside; however, preliminary documentation referenced a Women-Owned Small Business (WOSB) set-aside designation, though this was superseded by subsequent amendments establishing full and open competition. An incumbent contractor exists and is eligible to bid on this requirement. The contract will be structured as three separate contract line items with fixed-price lump sum pricing for the planning event coordination and workshop event coordination services, plus a fixed firm fixed-price per-trip rate for airport shuttle services with quantities to be determined by May 31, 2026. The entire event will be consolidated at a single primary facility, the Bryant Conference Center in Tuscaloosa, Alabama, with estimated room-night requirements of approximately 76 nights for the planning session and approximately 1,088 nights for the main workshop, plus coordination with the USGS Hydrologic Instrumentation Facility. Service contract labor standards under prevailing wage determination 2015-4609 and Executive Order requirements for minimum wage and paid sick leave apply to this procurement.
