About this opportunity

The U.S. Department of Agriculture Forest Service is issuing Request for Quotation (RFQ) 12444026Q0042 to procure 2026 membership with the International Union of Forest Research Organizations (IUFRO), a non-profit organization headquartered in Vienna, Austria. The procurement will be conducted as a firm-fixed-price commercial services acquisition under FAR Part 12, with quotations due by March 27, 2026 at 5:00 PM ET. The Forest Service seeks to maintain its institutional membership with IUFRO, which enables agency employees to participate in and direct research activities across all forest science disciplines, supporting priorities including forest management, silviculture, operational safety, forest products, bioenergy, and forest policy. Evaluation will be conducted using lowest-price technically-acceptable criteria, with technical acceptability determined first based on demonstrating authorization from IUFRO to provide membership services. This is a sole-source requirement, as IUFRO is the only organization offering this specific membership, and only authorized IUFRO membership providers will be considered as eligible offerors.

This acquisition is an unrestricted procurement with no set-aside for small business concerns, though the small business size standard for the applicable NAICS code (813920—Professional Organizations) is $23.5 million. The Forest Service has maintained IUFRO membership since 1929 and possesses extensive institutional knowledge of the organization's singular value in providing access to 15,000 scientist members from 630 member organizations worldwide. The contract is anticipated to be a one-year requirement with delivery expected by April 1, 2026, and the place of performance is IUFRO's headquarters at Marxergasse in Vienna, Austria. The estimated contract value for the base period in FY2026 is redacted in the justification document. Payment will be made via electronic funds transfer, and protests may be filed through the USDA Ombudsman Program for Agency Protests with a resolution timeline of 35 calendar days.
