About this file

This is a Decision to Restrict Competition document issued by the United States Department of Agriculture (USDA) U.S. Forest Service (USFS), PPS Products and Services Branch, for Requisition Number 1163243, under the Simplified Acquisition Threshold authority per FAR 12.102(a).

The acquisition seeks International Union of Forest Research Organizations (IUFRO) membership for the Forest Service. IUFRO is a non-profit, non-governmental organization headquartered in Vienna, Austria (UEI: GKBDSNAP24N7), with over 15,000 members worldwide from 630 member organizations spanning academia and business. The membership enables Forest Service employees to participate in, influence, and direct research across all fields of forest science to develop science-based solutions aligned with the Forest Service Chief's priorities, including forest management, silviculture, operational safety, forest products, bioenergy, and forest policy and economics. The justification for restricting competition states that IUFRO is a unique organization offering benefits that cannot be obtained elsewhere and that no other comparable organization exists. The Forest Service has maintained membership since 1929 and possesses extensive knowledge of the organization's singular value. No market research was conducted given this established historical relationship and institutional knowledge. The document was certified by Claire O'Dea, RPA Assessment National Program Leader, and approved by Shundrica Daniels, Contracting Officer, on March 22, 2026. The estimated contract value for the BASE period in FY26 is redacted in the document.
