About this opportunity
The Bureau of Land Management Coeur d'Alene Field Office is soliciting quotations for septic pumping and wastewater disposal services under Request for Quotation Solicitation Number 140L2626Q0022. The contractor must furnish all labor, equipment, supplies, materials, and transportation necessary to pump vault-type toilets and holding tanks, remove trash and debris, and dispose of wastewater at state-permitted facilities in compliance with all applicable federal, state, and local regulations. Offerors must be registered and active in the System for Award Management (SAM) database, obtain all necessary licenses and permits for pumping, hauling, and disposing of wastewater, and provide two or more references demonstrating prior experience with same or similar work. The BLM will evaluate quotations using comparative evaluation criteria of Past Performance and Price, with award made to the contractor providing the best value to the government; notably, the lowest price does not necessarily receive the award, and the Contracting Officer reserves the right to make no award. Quotations are due by April 20, 2026 at 5:00 PM Eastern and should be submitted via email to charles_dodson@ios.doi.gov.

Services will be provided on an as-needed basis throughout the year with scheduling coordinated at least one week in advance with the Contracting Officer Representative; payment is based on services performed with invoices submitted within 30 days of service completion. The wage determination for Idaho County of Kootenai specifies prevailing wage rates ranging from approximately $11.90 to $60.52 per hour depending on classification, along with fringe benefits including health and welfare coverage and paid leave.
