Services shall be provided on an as-needed basis throughout the year with scheduling coordinated at least one week in advance with the Contracting Officer Representative. The contractor is responsible for obtaining all necessary licenses and permits for pumping, hauling, and disposing of wastewater; payment is based on services performed with invoices submitted within 30 days of service completion.

COEUR D’ALENE FIELD OFFICE
SEPTIC SERVICES
DESCRIPTION OF WORK
Base Performance Period: May 1st, 2026 to April 30th 2027
1. STATEMENT OF WORK: The contractor will furnish labor, equipment, supplies and materials and transportation necessary to provide pumping of vault type toilets and holding tank located at recreation sites in the Bureau of Land Management Coeur d’Alene Field Office. Then remove and dispose of all wastewaters (excreta) in an acceptable manner in state permitted disposal areas in accordance with all state and federal rules, regulations, laws and specifications of this contract.
a. Work Locations are described below. Vault toilets to be pumped are on attached vault toilet location maps.
b. Notify the Contracting Officer Representative in the event of a delay or rescheduling.
c. Work hours under this contract shall be between 7:00 am and 5:00 pm. No work will be done on Saturdays, Sundays or Holidays unless mutually agreed upon.
d. The Contractor is responsible for all work completed including sub-contractors (if applicable). All sub-contractors must meet the same requirements outlined in the contract. There is no privy of contract with subcontractors.
e. The Contractor shall be properly licensed and is responsible for obtaining all necessary permits and licenses for pumping, hauling, and disposing of wastewater material (See 7.0.2.).
f. The Contractor shall be responsible for making disposal arrangements, including disposal of all sewage, debris, and trash, and payments of all fees.
g. Contractor shall pump all wet excreta from toilet vaults utilizing the access cleanout ports. Vaults must be pumped dry, with less than one inch of excreta remaining in the vault for each pumping.
h. Vaults often contain trash such as beverage containers, plastic bags, etc. Removal of these items is a requirement of the contract. Contractor must have capability to remove garbage/trash deposited in vaults. Contractor shall be responsible for the removal, transport and proper disposal of trash and refuse found within the vault. BLM dumpsters are not approved to be used for disposal of litter and debris associated with pumping operations.
i. The Contractor shall be responsible for preventing spillage during pumping and hauling of all waste material. Handling of all waste material shall be in accordance with all applicable health
j. regulations.
k. The Contractor shall utilize biobased products and materials to the maximum extent possible.
l. Upon completion of pumping the vault, contractor shall clean up any spillage on the surrounding soil. The area around the outhouse and outhouse cleanout port will be thoroughly hosed down with water and scrubbed with cleaning solution, if necessary, to remove all signs of the pumping operation.
m. Sewage removed from BLM vaults must be disposed of in a licensed and/or permitted sewage disposal facility.
n. The disposal, transportation, and use of chemicals shall conform to all Federal, State, and local laws and ordinances.
o. Pump toilets through outhouse access clean-out port (not the riser).
2. LOCATION OF WORK: Work under this contract is to be performed at the following recreation sites:
· Blackwell Island Recreation Site in Kootenai County, Idaho. The site is located within the city of Coeur d’Alene immediately west of the Spokane River at 1155 South U.S. Highway 95 Coeur d’Alene, Idaho 83814 (Coordinates: 47.68501°N, 116.80495°W).
· Mica Bay Boater Park on Lake Coeur d’ Alene at 8750 S Loffs Bay Road Coeur d’ Alene, Idaho 83814 (Coordinates: 47.59444°N, 116.85901°W).
· Wallace Forest Conservation Area in Kootenai County, Idaho. This site has two service locations, Blue Creek Landing Trailhead and Yellowstone Trailhead along the south side of Blue Creek Bay of Lake Coeur d’Alene at S. Landing Road and Yellowstone Trail Road (Coordinates: 47.63085°N, 116.66821°W and 47.63559°N, 116.66044°W).
· Mineral Ridge Recreation Area Kootenai County, Idaho. The site has two service locations, Mineral Ridge Boat Launch and Mineral Ridge Trailhead, on the south side of Wolf Lodge Bay of Lake Coeur d’Alene at 7115 U.S. Highway 97 Coeur d’ Alene, Idaho 83814 (Coordinates: 47.61859°N, 116.66094°W and 47.61535°N, 116.67885°W).
· Beauty Bay Recreation Site in Kootenai County, Idaho. This site is located above Beauty Bay of Lake Coeur d’Alene at 13001 U.S. Highway 97 Harrison, Idaho 83833 (Coordinates: 47.60982°N, 116.69616°W).
· Killarney Lake Campground off Coeur d’Alene River at 21216 E. Killarney Lake Road Cataldo, Idaho 83810 (Coordinates: 47.51537°N, 116.55567°W).
· Windy Bay Boater Park on Lake Coeur d’ Alene, Idaho (Coordinates: 47.46316°N, 116.93232°W).
· Gamlin Lake at 790 Glengary Bay Road Sagle, Idaho 83860 (Coordinates: 48.22149°N, 116.37702°W).
· Tingly Springs at Baldy Road Saint Maries, Idaho 83861 (Coordinates: 47.35795°N, 1116.41318°W).
· Sheep Springs at Rochat Divide Road Saint Maries, Idaho 83861 (Coordinates: 47.38822°N, 116.40163°W).
· Huckleberry Campground at 30379 St. Joe River Road Calder, Idaho 83808 (Coordinates: 47.26741°N, 116.08821°W).
3. SAFETY: All work and equipment shall conform to the regulations set forth by the Department of Labor, Occupational Safety and Health Administration (OSHA). The contractor shall take all necessary precautions for the protection of the work and safety of the public. The Contracting Officer may in writing, require the Contractor to remove from the job any unsafe equipment or any employee found to be working in an unsafe manner.
4. MATERIALS:
A. Government Furnished Materials: Keys and locks (if necessary) to access clean-out port. Access port must remain closed and locked when service is not being conducted.
B. Contractor Furnished Materials: The Contractor shall provide all materials, supplies, equipment, and tools needed to perform the required work that are not listed as Government furnished. The Contractor shall supply a Material Safety Data Sheet (MSDS) for each chemical or cleaning product stored on-site. The Contractor shall post the MSDS forms on-site for employee use as directed by the Contracting Officer. The Contractor shall label all mixed cleaning solutions stored on-site as to their contents.
5. WORK SCHEDULING: The Contractor shall service/pump the vaults and holding tanks on an as needed basis throughout the year. Services are anticipated on an as needed basis in the Spring, Summer, Fall and Winter. Unless otherwise contacted by the Government, the specific service date(s) and location shall be coordinated in writing, and at least a week prior to the anticipated service date. Coordination of the specific service date shall be coordinated with Contracting Officer Representative. The Contractor shall begin work on the effective date of contract award. Work shall be scheduled to occur between the hours of 7:00 a.m. and 5:00 p.m. Tasks completed shall be scheduled to occur on weekdays excluding holidays. To facilitate inspection and for approval to reschedule work, the Contractor shall immediately notify the Contracting Officer Representative when delays are encountered for any reason.

7. MISCELLANEOUS REQUIREMENTS:
A. Disposal of trash, waste and debris shall be done in a legal manner. On-site dumpsters provided by the Government may be used for disposal of solid waste.
B. Found items of value that appear to be lost personal property shall be turned over to the Contracting Officer as soon as practical. The Government will maintain the items in a lost and found repository.
C. The Contractor shall observe and note any facility condition problem related to storm damage, vandalism or system functions and report such problems to the Contracting Officer at the earliest possible time. The Contractor shall take reasonable and necessary actions to mitigate problems when there is an immediate threat to Government property or public safety.
8. WORKMANSHIP, CONDUCT AND PROTECTON:
A. This contract shall be carried out in a workmanlike manner without undue disturbance or interference to recreation site visitors.
B. In performance of duties the Contractor shall at all times exhibit to the public a favorable image in terms of general conduct, appearance and behavior.
C. The Contractor shall give his personal superintendence to the work or have a competent foreman or superintendent satisfactory to the Contracting Officer on the work at all times with authority to act for the Contractor.
D. The Contractor shall perform all work under this contract in accordance with applicable recognized and accepted professional standards and practices.
E. The Contractor shall be responsible for the repair or replacement of Government property damaged as a result of the Contractor’s work activities.
9. INSPECTION, ACCEPTANCE AND PAYMENT:
A. Inspection
1) The Contractor is responsible for performing or having performed all inspections and tests necessary to substantiate that the supplies or services furnished under this contract conform to contract requirements, including any applicable technical requirements for specified manufacturer’s parts. This clause takes precedence over any Government inspection and testing required in the contract’s specifications, except for specialized inspections or tests specified to be performed solely by the Government. The Contractor inspection requirement incorporates Part 52.246-4 of the Federal Acquisition Regulations.
2) Inspection of this contract by the government will be periodic and frequent enough to ensure proper execution of the contract by the Contractor.
3) After inspection the COR will notify the contractor by phone or in writing of any deficiencies. The Contractor shall remedy defiencies within 48 hours after receiving notice by the COR.
4) The inspection form (See example in section J) and contract diaries, if any, will be used to assist in determining satisfactory performance in accordance with the requirements of this contract. Copies of any completed inspection forms that note deficiencies will be provided to the Contractor within one week.
B. Acceptance: Contractor shall meet satisfactory performance standards for Government acceptance of the work.
C. Payment: The government will pay for the services performed which includes any volume adjustments. Services performed shall not exceed the funded amount of the contract without written consent from the Contracting Officer, which is typically, in the form of a modification. The contractor will submit invoices within 30 days of service. Invoices shall not exceed the maximum unit price per unit or the funds available. Service shall be invoiced in accordance with the accepted quote and contract clauses.
