About this opportunity

The 502d Contracting Squadron at Joint Base San Antonio Lackland is issuing Request for Quote (RFQ) No. FA301626Q7061 on behalf of the Department of the Air Force Air Education and Training Command for smoke oils and related aviation support services for The Great Texas Airshow 2026. The procurement requires vendors to supply multiple types of aviation oils including W-120 and W-100 Plus Aeroshell smoke oils, specialty turbine oils (Radcolube 6081, Royco 808, and Mobil Jet II), Phillips XC 25W-60 oil, MIL-H-5606 hydraulic fluid, and large quantities of Aeroshell Smoke Oil 5W416 for both USAF Thunderbirds and civilian aerobatic performers. Vendors must be registered in SAM under NAICS code 324199 (All Other Petroleum and Coal Products Manufacturing) with a small business size standard of 950 employees, and alternative brand smoke oils are acceptable provided they meet minimum technical requirements. Award will be made to the responsible vendor offering the lowest evaluated price among technically acceptable quotes, with the government explicitly seeking additional price reductions as no further bidding opportunity is anticipated. Critical deadlines include a question submission deadline of 10:00 AM CST on April 13, 2026, and a quote submission deadline of 2:00 PM CST on April 13, 2026, with electronic submissions required to Contract Specialist davion.blanks@us.af.mil and Contracting Officer jermayne.gordon@us.af.mil.

This procurement carries no set-aside designation and involves no identified incumbent contractors. The contract requires delivery of smoke oil by Thursday, April 30, 2026, at 12:00 PM, with contractor on-site availability required at 9:00 AM on both Saturday, May 2, and Sunday, May 3, 2026, during the actual airshow performance dates, and at a time to be determined on Friday, May 1, 2026, for a safety briefing. The performance period extends from May 1 through May 3, 2026, with all unused or unopened products to be removed by May 4, 2026. The government will reimburse lodging at a not-to-exceed rate of $161.00 per night per room in accordance with GSA FY26 Per Diem Rates for San Antonio, Texas, and will reimburse approved fuel receipts for vehicle rentals. Place of performance is San Antonio, Texas (specifically JBSA-Randolph), with the contractor responsible for all personnel, supervision, tools, equipment, transportation, cleanup, and compliance with EPA regulations for any spills or damage at no additional cost to the government.
