About this opportunity
The Bureau of Land Management's Idaho state office is soliciting contractors to provide tree thinning services for the South Butte Aspen Health Project near Clayton, Idaho. The project involves eliminating Douglas-fir tree encroachment within and around Quaking Aspen stands to improve forest health, diversity, and reduce wildfire risk across approximately 201 acres of federal land. Contractors must furnish all personnel, tools, labor, supervision, equipment, materials, supplies, transportation, and training necessary to perform hand-tool tree cutting operations targeting Douglas-fir trees measuring 8-20 inches in diameter while preserving specific species like Quaking Aspen, Limber pine, and Whitebark pine. The government intends to award a single Firm-Fixed Price contract with performance evaluated through random inspections ensuring 90% compliance with technical specifications. Critical dates include a mandatory site visit on July 16, 2025, at 8:30 AM Mountain Time, a questions deadline of July 21, 2025, at 5:00 PM Mountain Time, and electronic quote submissions due July 30, 2025, at 5:00 PM Mountain Time.
This acquisition is designated as a Total Small Business Set-Aside under NAICS code 115310 (Support Activities for Forestry) with a size standard of $34 million, and no incumbent contractors are identified in the solicitation documents. While specific contract values are not disclosed, the pricing schedule indicates a unit price structure based on per-acre costs for the 201-acre project area. The performance period will commence on or after August 25, 2025, contingent upon favorable weather and ground conditions, with contractors required to begin operations within three calendar days of notification and complete all work by October 31, 2025. All work must be performed during daylight hours with restrictions on weekends and federal holidays, and contractors must maintain fire prevention protocols throughout the project duration. The entire project scope is to be completed in Idaho, specifically in the South Butte area located approximately five miles northwest of Clayton.
