About this opportunity

The Library of Congress is conducting market research through a Sources Sought Synopsis/Request for Information (RFI) to identify vendor capabilities for a comprehensive next-generation donor management and online fundraising software solution. The procurement seeks a complete fundraising platform that supports the entire donor lifecycle from cultivation to gift processing, including constituent management, online payment processing, digital wallet transactions, and integration with existing systems like Raiser's Edge NXT and CGI Federal's Momentum financial system. Key requirements include cloud-based deployment with FedRAMP certification, PCI-DSS compliance for payment processing, automation capabilities, role-based access controls, and comprehensive reporting and analytics functionality. Vendors must submit responses by 5:00 PM EST on June 16, 2025, via email to Contract Specialist Carrie Fairbanks and Contracting Officer Tiffany Lucas, including corporate information, a 15-page narrative response, completed capability matrix, cost estimates, and optional marketing materials. All prospective contractors must be registered in the System for Award Management (SAM) database to be eligible for any future contract award.

This opportunity does not include any set-aside designations and is open to all qualified vendors. While the RFI mentions integration with existing systems like Raiser's Edge NXT and CGI Federal's Momentum financial system, no current incumbents or contractors are specifically identified in the documentation. No budget ranges or award values are disclosed in the RFI materials, though vendors are required to complete a comprehensive 5-year lifecycle cost estimate model covering implementation, licensing, operations, maintenance, and support services. The anticipated implementation timeline indicates that any resulting contract would begin no earlier than fiscal year 2026, with a preliminary "Year 0" designated for internal planning activities. The government emphasizes that this RFI is strictly for market research purposes and does not constitute a commitment to issue a solicitation or award a contract, with responses serving solely to assess market capabilities and determine the feasibility of competitive procurement.
