About this file
The document is an Attachment A Capability Matrix for a Library of Congress Request for Information (RFI) seeking a next-generation donor management software solution. The matrix provides a structured template for vendors to detail their capabilities across three primary areas: Constituent Management, Online Fundraising/Payment Processing, and Technology Standards. Vendors are required to specify their ability to meet identified capabilities, indicate support type (standard, configurable, custom development, or third-party), complexity level, and hosting environment.
Interested businesses must submit responses by 5:00 PM EST on June 16, 2025, via email to two specified contacts: Carrie Fairbanks and Tiffany Lucas. Submission requirements include corporate information, a 15-page response document addressing approach and lifecycle, a completed capability matrix, cost estimates, and optional marketing materials. All prospective contractors must be registered in the System for Award Management (SAM). This RFI is for market research purposes to determine potential competitive sources and does not guarantee a subsequent solicitation or contract award.

ATTACHMENT A – CAPABILITY MATRIX
Please complete a matrix for each of the capability areas identified. More detailed requirements for each capability area are included in Attachment B – Baseline Capabilities. The Library acknowledges that component solutions may not support requirements outside their focus.
Respondents should identify whether their response addresses both Part 1 – Constituent Management and Part 2 – Online Fundraising/Payment Processing.
Provide a brief explanation of the functional and technical information underpinning the ability to provide requested support.
Identify:
Ability to provide ALL identified capabilities [Yes / No] Type of support provided by the described solution [List all that apply] Standard/Out of the Box: a solution or functionality made directly available to Library business users Configurable: solution or functionality that can be tailored to Library needs using inherent features and settings Custom Development: solution that relies on changes to the code of an existing out-of-the box solution and/or creation of new code to add new features, change its behavior, or integrate with other applications 3rd Party product or service: solution relies on the use of a product or service offered by a third-party provider Complexity of described solution [High, Medium, Low,] High Complexity: This effort is expected to take over six months to complete, test, and deploy. There are risks of unanticipated complications that can result in a highly complex effort. Multiple complex updates to data structures, processes, screens, workflows, or reports are required. Optimization for performance may be necessary.
Medium Complexity: This effort is expected to take one to six months to complete, test, and deploy. Certain changes to data structures, processes, screens, workflows, or reports are required. Performance optimization needs will be limited.
Low complexity: This effort is expected to take less than a month to complete, test, and deploy. Few changes to data structures, processes, screens, workflows, or reports are required. Performance is unlikely to be impacted.
Hosting. Identify whether solution would rely on cloud-based, software-as-a-service, and on-premise environment.
