About this file

Attachment B - Baseline Capabilities is a comprehensive document detailing the Library of Congress's requirements for a new online fundraising and constituent management software solution. The document outlines detailed technical and functional specifications across three primary parts: Constituent Management, Online Fundraising/Payment Processing, and Technology Standards. Key requirements include robust capabilities for tracking donor information, processing electronic payments, managing campaigns and events, supporting multi-channel marketing, ensuring PCI-DSS compliance, and integrating with existing financial systems like LBFMS.

Specific technical standards mandate that the solution must be cloud-based (FedRAMP Certified), support automation and third-party integrations, provide role-based access controls, enable scalability, facilitate data security and privacy, and support comprehensive reporting and analytics. The solution must also comply with U.S. Treasury financial regulations, allow customizable donation interfaces, support various payment methods, provide real-time transaction monitoring, and enable seamless reconciliation between the fundraising platform and the Library's financial management system. The document is part of a Sources Sought Synopsis/Request for Information (RFI) with responses due by 5:00 PM EST on June 16, 2025, to determine vendor capabilities for a potential future competitive solicitation.

Before considering external solutions, the suitability and functionality of systems and products already in use by the government or developed by the government must be thoroughly assessed. Requirements include, but are not limited to robust capabilities for accepting and recording electronic payments such as credit/debit card payments and EFT/ ACH from individuals and organizations in accordance with U.S. Treasury regulations and practices, such as:

Part 2.1 Donation Interface

Donation processes should be easy for constituents to find and use. Specific requirements include:

· Any user-facing donation system shall use the loc.gov domain name and appear as part of the main loc.gov website, either through the embedding of donation forms on our site or the customizing of stand-alone pages with a subdomain of loc.gov and the Library’s branding and styles.

· Mobile access

· One-click access to a donation form

· Allow for one-time and recurring gifts (with or without a defined end period)

· Allow for suggested giving levels

· Business users should be able to manage and launch multiple campaign/program specific donation pages to raise contributions for identified purpose(s) without the need for extensive developer support.

· The system shall allow donors to set up and share peer-to-peer (P2P) fundraising pages

· The system supports multi-channel marketing approach. Ex. Following donation donor receives prefilled message linked to social media channels to share about their support.
