About this opportunity

The Bureau of Land Management's Idaho State Office is soliciting proposals for the 2025 Cedar Hollow Juniper Thinning project, which requires a contractor to perform manual cutting and scattering of Utah juniper seedlings and saplings across 420 acres in Fremont County, Idaho. The primary objectives are to reduce wildland fire risks while improving sagebrush steppe and wildlife habitat through comprehensive tree thinning services. Contractors must provide all personnel, tools, labor, supervision, equipment, materials, supplies, transportation, and training necessary to complete the work according to specifications. The government intends to award a single Firm-Fixed Price contract based on the lowest price technically acceptable offer. Critical deadlines include the question submission deadline of July 21, 2025, a mandatory site visit on July 17, 2025, and electronic quote submissions due by July 31, 2025 at 5:00 PM Mountain Time to Contracting Officer Heather McBride.

This procurement is designated as a Total Small Business Set-Aside under NAICS code 115310 (Support Activities for Forestry) with a size standard of $34 million, and no incumbent contractors are identified in the solicitation documents. The project involves treating approximately 420 acres of upper elevation sagebrush steppe habitat with juniper densities ranging from 10-50 stems per acre, with most junipers being less than five feet tall and two inches in diameter. The period of performance has been amended to run from September 1, 2025, through October 31, 2025, with the contractor required to begin operations within three calendar days of notification that favorable weather and ground conditions exist. All work must be performed in Ashton, Idaho, specifically in the treatment area located approximately seven miles northwest of the city at elevations ranging from 5,200 to 5,500 feet. The contractor must be prepared to access remote areas on foot if vehicle access is restricted due to overgrowth or fire conditions.
